从技术角度來看, 所采用的修剪手法是国际标准禁用的 "去顶法" (Topping), 如此大面积的把樹冠剪掉, 不单创造了难以复原的巨大伤口, 也把树木制造食物 (光合作用) 的能力一并摧毁, 令根部进入饥饿壮态, 隨时招惹病虫害入侵。 由於树木不会自杀, 它唯有把仅藏在根系那一点点的养分也拿出來使用, 希望重新建立原有的树冠。 但由於这些都是老樹, 就好像老年人一样, 生命力非常有限, 别说要回复往日辉煌, 在剪後不死掉已算是一场造化了。

在移樹方面, 国际标准一般都要求土球的直径, 要在樹木的胸径的 8 倍以上; 而最少土球直径, 也要达到樹冠的滴水線以下, 否則只是徒勞無功。 其实正当的根系生长, 一般可以长出樹冠半径的 2-3 倍距离, 而移樹的土球, 普遍只能带走原來全根系的 10 % 以下的根。 如果土球尺寸不达标, 没有足夠根系, 移植後的老树一般很难恢复, 健康只会一直走下坡, 甚麽包札、打營养液等等, 只能做個样而矣。

可能台湾目前最需要的, 就是赶快的培养出第一批有理论、能实战的樹艺师, 为其本土的樹木服务。 不然的话, 还是樹艺行业那句老话, "由大自然去决定成败, 而不是由我和您 ! (Mother nature makes the rules)"

Below are several counts of media reports in Taiwan in Mandarin, about how a group of Tree Lovers staying on trees for a continuous 30 hours, resisting the transplantation of their mature trees. The incident is still on-going.

What appeared to offend the Tree Lovers in the way of the transplantation, is that the trees were heavily topped. Although they did not know for sure the consequences of topping, they would regard it as harmful & brutal. These Tree Lovers are correct in every bit.

On the other hand, what the Tree Lovers did not quite realize, would be the undersizing of the rootball of the transplanted trees. The rootballs appeared to be much less than the required size of reaching to the drip line. For a tree of this size, if the rootball is to be made correctly to the canopy drip line, some very special equipment may be necessarily deployed for the lifting & transporting. The cost will be sky high. We also need to know whether the road system would allow such over-sized lorries to move about to their destination. The issue may cause inconveniences to the public.

Therefore, the trees have been heavily topped & the rootball much undersized for the sake of convenience. Some Epicormic sprouting would appear in the canopy, & the contractor would call it a sign of recovery. Would any qualified Arborist agree to that?

Does Taiwan now want to begin Modern Arboriculture to care & protect their precious trees?

当此会讯被送出之时, 本分会已经是九岁了。 在这九个年头, 我们把樹艺行业从零产生到现在的蓬勃狀况, 把国外的樹艺师牌照制度引进, 积极地利用与传媒的良好关系去向公众推广樹艺知识, 积极地与海内外樹艺组织建立兄弟关係, 努力地把樹艺知识向台湾和国内推广, 我们的成绩是有目共睹, 我们的努力并没有白费。

在攀树方面, 本分会属下的 "香港樹木学会" 积极地每周都在香港举办训练活动, 亦每年举办 "香港樹木攀爬锦标赛, 至今, 香港攀树人已有数千之众, 传媒争相报导攀树热潮 (http://the-sun.on.cc/cnt/lifestyle/20130320/00484_005.html?facebook=y  ), 而攀树活动也静悄悄地漫延到两岸四地。

在本分会长的领导下, 本分会专业、清廉, 我们从來不打着总会的旗号去推销什么训练, 从不挂著总会的名义去招揽生意, 由本分会去承办的 "樹木讲座", 收费仅够成本, 而在香港以外的一般都不收费。 本分会的所有工作人员都是志願工, 连海外出差的费用都要自付。 本分会就是这样子长大的, 会员人數也从 2004年的一人, 发展到了今天的 2,200人以上, 会员清单从不公开 (连总会都没有), 令本分会无论从架构与性质方面, 都与其他分部分会不同。

在ISA的架构里, 主要是分成 "分部" (Chapter) 和 "分会" (Association Organization") 兩种组织, 前者在组成和方向都受到总会严控, 后者则只是轻轻地挂著总会的名牌而已, 内部架构和发展方向可以完全独立。 有鉴于大中华地区的文化、语言、历史和政治架构, 都与总会和各分部的 "西方议会式大民主" 做法非常不同, 所以本分会一直都情愿挂靠为 "分会" 而矣, 以求全同异的方法, 保存自我的独立自主。 为此, 本分会长曾开罪了不少洋人和香港人, 他也是国际上被投诉得最多的樹艺会领导者, 差不多每个月都有。

为了让本地人能谋取最大利益, 本分会曾經提出过要翻绎牌照知识, 和要把樹艺师牌照中文化。 但可能由於老外不懂中文, 故此事一直都搁在 "讨论" 当中, 最近甚至乎提都不愿意再提。 当本分会要自办本地牌照的時候, 外來的阻力就更大, 常常令到本分会长感到寸步难行, 非常沮喪。 虽知香港只是唯一在大中华地区会讲英语的城市, 而且也不是人人会讲, 在大中华地区不采用当地语言去推教如此新的知识, 几乎是不可能的事。 如果每事都要请求 "外国专家" 前來用英语授课咨询, 在费用和翻绎上也非常困难。 目前本分会内已是人才济济, 分会长的牌照也比许多洋人为高, 干吗还要找外援去推授基础知识 ?

在今天的香港, 正有一批人在努力的为总会在香港來搞一个 "分部"。 在他们当中, 有洋人、政府官员和高级經理, 他们的官方语言是英语, 他们也不参加本分会的活动。 由于成立 "香港分部" 是总部和这批人所控制的事情, 所以当这个 "香港分部" 成立之日, 也正是本分会脱离总会的一天。 本分会已通过内部讨论, 决定在脱离总会当天, 我们马上改名成为 "中华樹艺师学会" (China Arborist Association, CAA) , 会务和所有一切不变, 会员制度和发展方向不变, 更多详情将会在改名前后相继公布, 敬请各分会员留意。

本分会是在完全没有政府支持、没有资金、只有当地人的努力和汗水和无私奉献之下, 由一个人开始一点一滴地建立起來, 至今已經是全亚洲最大和牌照最高的树艺机构, 而一直都在澎涨之中。 我们从來都以本地人的利益作为出发点去凌驾一切, 這就是我们能够发展起來的道理。 但愿我们在目前转营当中能够坚定不移, 奋勇前进, 一起为大中华地区的树艺行业发展出一分力, 此乃是我中华民族之福祉也 !

Dear Station Members,

By the time this Station Mail is released, ISA HK/China (The Station) is already 9 years old.

Throughout the 9 years, we have built the Arborist Profession in HK from scratch to an industry. ISA Credentials are now written in Govt Contracts in HK. Arborists are employed for tree work & assessment. Our Station Mail bears influence to Govt policies on tree affairs in HK, Macau, Taiwan & China (see attached). The Station receives calls from public on knowledge enquiries practically everyday.

Outside of HK, we run seminars & tree climbing demonstrations in Taiwan & China regularly. We have managed to work hand in hand with the China state media to promote the Arborist Profession. Our name means Modern Arboriculture in China, & we are never challenged there by anybody, even in the academic world.

The Station now runs the biggest ISA exams in our territory (120 seats for the Certified Arborist, & 20 seats for the CTW). Certified Arborist exam & Certified Tree Worker exam are organized twice a year on a regular basis. We have built up a team of proctors & evaluators to an international quality. We run TCHK as our training arm without directly engaging our proctors or evaluators in it to avoid the Conflict of Interest. TCHK runs the HKTCC every year under our careful supervision. HKTCC is now the biggest tree climbing event in the Far East with thousands of spectators.

In the 9 years, Station Membership has grown from just one person to the now 2,200+ no. to spread all over our territory. In the past year alone, more than 500 no. joined. We are now receiving Station Membership application from Taiwan & China, which now makes up around 10% of the total membership. Around 20% of the Station Members are also ISA Members. Approximately half of the Station Membership speak English, with the rest in Cantonese or Mandarin. We credit our non-disclosure policy of our Station Membership as the success of our growth. It is also against the HK Privacy Law to disclose it in public anyway.

Under ISA governance & policies, we are an Association Organization (AO) to enjoy the relative independence of our existence. We've been doing our work for ISA with marked results, but we have also resisted to become a Chapter, since our current structure & resources cannot meet the requirements. Now there is a group in HK who has formed to follow the ISA requirements to become a chapter. They consist of Govt officials & high managers in various organizations. They are well versed in western voting processes & all speak English, although they do not participate in our activities at large. Many of them are strangers to our Station Members.

Forming a chapter in HK is the desire of this group & very likely they will get it. Upon the formation of the "ISA HK Chapter" perhaps in the next few months, our Station will depart form ISA & rename ourselves as the China Arborist Association (CAA) to continue our current course. We shall work along with the future "ISA HK Chapter" as it is an ISA Organization, but we shall not promote ourselves with the name of ISA anymore. We shall also hand over all our ISA duties such as running exams, managing CEU & answering public enquiries on ISA, to the future "HK Chapter" for them to carry on.

Our Station began from just one person without any Govt support, without resources & without finance to grow into today. We rely on the enthusiasm & selfless devotion of our Station Members to achieve successes. Many Station Members have quietly contributed without asking anything in return. We give credits to all these hidden heroes for their good work, & we shall always remember them. As we shall now face yet another challenge ahead of us, we shall prepare ourselves for it. Our Station has been sailing on uncharted waters for many years to come to today. We are confident that we shall do well to continue. Time will tell, & history will judge.

More information on the transition into the China Arborist Association will be released as time goes along. We have a set of plans, but would prefer to wait till the HK Chapter is formed to announce. Our intention to focus on developing the Arborist Profession in our territory of HK, Macau, Taiwan & China, & to prevail the interest of our Station Members, will always remain unchanged. This is how we shall be supported.

ISA HK/China --- HKTCC 2012 Results (香港攀树锦标赛 2012 年的赛果公布)

附上的是 2012 年度 "香港攀树锦标赛" (HKTCC) 的赛果公布和现场照片, 作为公众记录。 按照 ISA 的規則, 在限时内完成 HKTCC 的所有项目的赛员, 可以免考 "注冊攀树师" 牌照的攀爬部份, 而最后比赛胜出的男女赛手, 有权代表香港在 "国际攀树锦标赛" 当中参赛, 这是一个殊荣。

是次比赛, 我们非常荣誉的得到新加坡和厦门大学的赛员们前來参加, 新加坡的 Clayton 李先生也在数项赛事中获奖, 确实可喜可賀。

本分会早在2006年已经在香港举办了第一次的 "攀树同乐日', 那是 HKTCC 的前身。 本分会长自己也是本地区的第一位 "注冊攀树师', 在推动樹木攀爬方面从來不遗余力。 本分会长在 2008 年夥同志同道合的香港攀树人员, 成立了 "香港樹木学会" (TCHK, www.treeclimbing.hk) , 全力推动康体和职业攀树活动,并把 TCHK 歸納在本分会下面, 成为其中的一个委员会。 按照会規, TCHK 的会长由本分会长兼任, 以标明两个会之间的紧密关係。

举办 "攀树锦标赛" 的最终目的, 其实是为了改良攀樹工作的技术和安全, 因为许多的树上工作都需要攀树人员来进行。 如果有人认为盖搭棚架或使用升降台是完全可以代替攀樹工作的话, 那请問如果木头不小心掉下擊中棚架部份或升降台的油喉, 会否发生危险? 有些人在香港天天说著要把本分会和樹艺行业搞得更好, 但从不参于本分会的任何活动, 或暗里反对攀树工作, 借問他们的居心何在? 是否又是讲一套, 做一套?

攀树活动不能由一些不懂和不支持攀树的人來领导,否则又是搞外行领导内行。 在本地区,攀树活动也不能由老外來主导,因为根本語言不通。 目前本分会约25%的会员都已经学习过了攀树, 由本地人把攀树活动推广出去是最合适。 以大中华地区内的合资格攀树人员的數量还是不足百人来計算,这个市场的潜力是非常可观。

但愿攀树活动能在本地区发展起來, 令我们的樹上工作更安全、更有效率。

Dear Station Members,

The 2012 HK Tree Climbing Championship (HKTCC) Committee has issued results of the competition of the 2012 HKTCC below for public record. All names are given in Chinese since nearly all winners are local Chinese, with the exception of Mr. Clayton Lee from Singapore who did splendidly at the events (Congrat, Clayton!) . Some local participants never gave us their English name either. Besides Singapore, Xiamen University of China also sent down participants. This is the first time that China has entered.

According to ISA practice, participants who have successfully completed all events on time in the HKTCC, can be waived for the skills portion of the Certified Tree Worker test. The winner of the Master Challenge of the HKTCC can also represent HK to compete in the International Tree Climbing Championship. The broadcast of this public record is therefore important to announce their successes for future uses.

The HKTCC is meant for upgrading the tree climbing skills & work safety of our tree climbers in our territory. ISA HK/China has been a strong supporter of the HKTCC & has begun the first Tree Climbing Jamboree as early as 2006. The Station Manager Sammy Au himself is a seasoned tree climber, & has inaugurated TCHK with a group of local enthusiasts in 2008. TCHK (www.treeclimbing.hk) is now a subsidiary of ISA HK/China & is using our facilities to conduct their trainings. The President (Station Manager) of ISA HK/China is also written in to act as the Chairman of TCHK to show the linkage of the two organizations. Around 25% of ISA HK/China Station Members are now trained with tree climbing by 2013.

ISA HK/China has been working hard to spread tree climbing into Taiwan & China with some initial successes. We have found it important to show the skills to the non-believers on a tree rather than talking all day, or they would not buy. There are some 650+ cities in our territory outside HK without one single qualified tree climber. The market potential is therefore huge. However, the language & culture are always an issue.

ISA HK/China will continue to promote tree climbing & HKTCC as our duty. We also wish to show photos of tree climbing in their own TCC outside of HK some day. We'll work hard on this always.

ISA HK/China --- TRAQ transfer "ISA 树木风险评估员" 的资格转换

附上的是 ISA 总会给予所有持有原 PNW 分部 "树木风险评估员" 证照的换证通知书, 而新的证照将会简称 TRAQ。 以后名片上凡写有 TRAQ 的樹艺师, 也就是同時拥有 "ISA 树木风险评估员" 的资格, 这点请所有分会员留意。

新的 TRAQ 证照的有效期是5年, 并不能用 CEU 學分來续牌, 而需要重新考试。 新旧证照之间的最大区别在於樹木风险评分的方法;旧的是采用數字评分, 而新的是采用一个方格表, 把树木倒塌的可能性, 匹配於后果的严重性,來作出评分。 也就可以说, 新的评分方法較为全面, 但所需的环境证据和树艺知识都相对为多, 可说是毫不容易。

目前在本分会管辖整个大中华的 650+ 个城市当中, 只有一个会讲英语的香港, 是由政府推行著 "树木风险评估" (简称 TRA) 的活动,用的也是旧的数字评分系統, 也用了3年有多。 假如香港要推行 TRAQ 去赶上國际潮流, 那可能相关的政府和私企人员, 都需要重新受训和考牌, 所涉及的资源將会是非常庞大, 如果做的不好的话, 可能会招惹投诉满天飞。 又假如香港说是要不变而維持现狀, 不再赶上国际潮流啦, 那又怕再有发生塌樹死人事件而需要闹上法院去的話, 到時候那理据何在, 目前还无人知晓。 香港目前的处境, 可能是进亦难时退亦难。

台湾和大陆方面则可能是因后而得福, 目前 TRA 在这两个地方都尚未开始, 要进行的话可以马上采用最新的 TRAQ 来擁行, 没有了旧制更新的痛苦。 话虽如此, TRAQ 采用的全都是高深英语, 没有中文, 要准确翻绎是绝不容易, 看來本分会为达此目标而將会很忙了。

TRA 在大中华地区进行, 只不过是时间上的問題。 当大树老樹越來越多的时候, 出意外的系数也相应提高, 目前本地区内的所有的城市人口都在增长, 维权意识也越來越高, 媒体也不仃地在找新闻, 假如塌樹伤人能造成头条盛事, 何不?

但愿 TRAQ 能为本地区樹木安全作出贡献, 但愿所有人都能理解 "予防胜于治療' 。

Dear Station Members,

By now, those who possessed the ISA PNW TRACE credential, should have received the notice of transfer from ISA into the Tree Risk Assessment Qualification (TRAQ) as per attached. The TRAQ is the first of such qualification given by ISA among all the years of providing credentials. The difference between ISA Qualification & ISA Credentials was given in our Station Mail of 7.9.2012.

Tree Risk Assessment (TRA) has not really started in our territory in major, except for the English-speaking city of HK. HK is the only one city out of our 650+ in which the local authority has established a systematic TRA system with public funding. This funding is said to increase to HK$50+ million in the fiscal year of 2013-2014.

The DEVB TRA Form 2 of HK is following the old numeric rating system to estimate on risk. In the latest TRAQ of ISA, it is moving on to a Risk Rating Matrix (p. 39 of ISA Best Management Practices on Tree Risk Assessment) which qualifies the level of risk as the combination of likelihood of tree failure & impact, against the severity of the consequences. If the DEVB Form 2 is to follow this latest practice, it may require a major renovation & fresh training for most of the HK tree assessors. This may affect the thousands who have already attended the training classes in Govt Depts, as well as in the private sectors. The impact will be huge.

Then if HK is not to follow the TRAQ, she is seen not to be in line with the latest development internationally in TRA. This may lead to consequences if a Court case is raised in a future major tree failure incident. We must not forget HK lies on the typhoon track of the South West Pacific. There have been fatal tree failures after typhoon in the past.

Taiwan & China may be luckier in this sense to have waited. They can now move on to the TRAQ as a start, if TRA is to be introduced over there, although a great deal of translation will be involved to turn the knowledge from English into Mandarin. ISA HK/China is likely to bear the fore front of it, with our knowledge & connection over there.

It is now interesting to see how the TRAQ will develop in our territory. ISA HK/China has not yet received any notice on training on it so far, & the indicated cost of US$625 per person will be subject to scrutiny by our Station Members. However, if one needs to stay in business with TRA as his daily work, this is considered to be a small amount to invest. It is better to stay ahead than behind. ISA HK/China will encourage all our Station Members to go for it when it arrives.

Looking forward to TRAQ gradually spreading in our territory, to make our trees safer & healthier from time to time.

ISA HK/China --- Displaying your ISA Credentials (展示您的 ISA 树艺牌照)

每一位已经考获 ISA 樹艺牌照的人, 隨著成绩通知书的信件里, 都会同時送上相关的牌照襟章, 可以如附图所示來作出公众展示。

展示您的牌照是一種荣誉。 在香港的 "注冊树艺师" (CA) 过去9年的考试当中, 平均合格率只是 50 % 左右, 而 "注册攀树师" (CTW) 的合格率更是少得可怜, 平均只有 10 % 左右, 这比坊间一些类似的训练的 80+ % 合格率为低很多, 也就证明了 ISA 牌照的专业性。

我们有些人口中满是说如何的支持 ISA 树艺在大中华地区大力发展, 但本分会长从未见过此些人等在其身上穿戴 ISA 樹艺牌照來作出实质行动, 有些的所谓积极分子, 什至乎把自己的名字在 ISA 牌照网站中也隐藏起來, 这又是为了什么呢? 真是百看不得其解?

考获 ISA 牌照是來之不易, 展示它除了是一種光荣, 也证明了持牌人是属于了樹艺专业。 如果工作上不便配戴, 工余时间可以把它钉到便服上來公之于世, 來宣传自己的专业。 本分会长是连睡觉的时候也把它穿在身上, 很多的攀树人员也把它作为一种肩章來展示。

本分会冀望越來越多的 ISA 持牌人能公开的展示他的牌照, 也寄望此牌照能尽快的普遍出现在香港以外的大中华地区。

Dear Station Members,

While ISA Credentials have grown from just 1 no. of that of the Station Manager (SM) Sammy Au in 2004 in our territory, to the now 900+ no. in 2013, ISA HK/China is encouraging our Station Members who hold the credentials to display their badges whenever they can, so that the Arborist Profession & ISA can be better promoted in our territory of HK, Macau, Taiwan & China. Attached are some living examples.

It is not easy to earn an ISA Credential. Anyone obtaining it would probably agree to this. The average passing rate of the Certified Arborist (CA) exam in HK is around 50%, & the Certified Tree Worker is about 10%. This is low if compared to similar local training for their own credential/qualification, which would normally have a 80+% passing rate. This is showing that ISA Credentials are professional enough to get.

ISA Credentials are also now spreading from the English speaking HK, to the Mandarin speaking Taiwan & China. The SM is spearheading this with relentless efforts over the years, & results are emerging in both places. Taiwan is likely to take the first lot of CA exam this year, & China candidates have already come down to HK to take it several years ago. ISA HK/China is continuously promoting the ISA Credentials within our vast territory with evidence of success.

Some Station Members may say that patching ISA badges on their clothes for work may be inappropriate, but then how about showing them in their casuals during day off ? At present, besides the SM who wears the ISA badges everywhere for work & rest, he has seen only the tree climbers in HK doing the same. Hardly anyone else wear it on any basis, including those who constantly say that they are in keen support to make ISA stronger & better in HK. Some even hide their names in the display column of ISA Credential website. We wonder why?

For whatsoever reason, ISA HK/China feels it is an honour to display the ISA Credentials, rather than hiding them. After all, what's wrong to show if you are genuinely supporting ISA & are in the profession? ISA HK/China therefore would like to see everyone coming in to our seminars & training, to wear their ISA Credentials, & we normally run these events outside working hours anyway. Please therefore support.

Lets see more of us showing the support for ISA Credentials in our territory with action, & not just long words. Displaying the ISA Credentials may be the first step.

ISA HK/China --- Trees of India (印度之树)

本分会长利用了2013年春节之间的假期, 对南亚大国印度作出了私人访问, 附上的是他所见到的部份当地樹木种植的照片, 以供雅俗共賞。

印度已是一个大国, 总面积有中国的 1/3 之大, 已登记的人口已超过12亿, 以印度這个没有强制性的国家生育政策来言, 它的人口要超越中國, 只不过是一个时间性的問题而已。 印度有超过500个种族和超过500种的方言, 加上其他历史和文化宗教等因素, 令其情愿采用其前宗主國英国的语言来作为国会和法律语言, 而不是采用当地常用的印地语。

从分会长的眼光來看, 印度是一个充满极端的國家, 這里有全亚洲最富有的商人居住在此, 但市面上却是满布童贩和乞丐。 首都德里的识字率约为 50%, 乡村里的童养媳制度仍然十分普遍, 生女孩子是被民众认为是一个负累, 十周岁左右的女孩子就可以出嫁。 大部份的印度结婚都是盲婚哑嫁, 首选是讲求门当户对, 而不是自由恋爱, 这个连高级知识分子都不能例外, 本分会长在印度的友人统统都是如此下场, 感觉非常可悲。

印度的宗教奉行种姓制度, 人一生出来就被放进不同的等别, 而也世袭相传, 种姓之间的通婚是一件社会不接受的罪惡, 要凭自己的能力去改变命运, 几乎是不可能的事, 高种姓的人也不經常照顾低种姓的人, 这造成社会相当兩极化。 目前在印度, 已被政府认定的所谓叛乱组织就已超过 90个, 加上与邻国有领土纷争的关係, 国家庞大的税收都用在军队和治安上面, 对社会建设则是捉襟见肘。

在樹木种植方面, 本分会长的感觉就是樹木是种來采柴烧火用的为主, 遮阴乘凉的为次, 修剪樹木用的都是大板鋸和斧头, 用绳索攀树是一件不可思议的事。 在寺廟附近的老樹就命运好一点, 因为民众相信老树有神灵存在, 所以不敢碰它, 若然枝条断落伤人, 则被认定为上天行为, 这点跟中国的旧社会非常相似。

本分会长觉得在目前阶段, 要在印度马上推行树艺师制度, 是一件违反现实的事情, 但由於印度普遍流行英语, 假如当地政府愿意的话, 要把樹艺行业发展起來, 是一件非常容易的事, 这可能也是在这方面, 印度比大中华地区存在有优势之处。

本分会长可能会在今年稍后的时间再访问印度的东部, 那里是以前英国人建立茶园的地方, 也是攀登喜马拉亚山脉的胜地, 本分会长希望趁體力还可以的時候, 做一些他响往的事情。

至於后事如可, 必然再有报导。

Dear Station Members,

The Station Manager (SM) Sammy Au spent a total of 8 days to visit his old time college friends in India during the holiday period of the 2013 Lunar New Year. At the same time, he had requested to see some of the tree planting in the places he visited. Attached are some photos of what he had seen for sharing.

Please note that India is a big country, about the 1/3 of the size of China. What is shown here may not be representative of what genuine tree planting is like everywhere in India. It is just what the SM has seen during his travel in the northern provinces of India.

From the photos, the trees appeared to be neglected. In fact, the SM did not see any pruning done by chainsaw, but rather by hand tools. In the attached photos, a pair of tree workers with broad saws & accesses are shown. This is the kind of tree work practice that the SM saw. In rural India, trees appeared to be planted for firewood & sometimes for shade, rather for any other benefits. Luckily in the Indian religion, some older trees are the residence of Gods, & are worshipped in a way similar to the Wishing Tree in HK.

India is a vast & complex country, made up with a population size similar to China. According to the friends of the SM, already 1.2 billion of the population have applied for the ID Card in India, but not sure how many not yet. This may suggest that the genuine population over there may be similar, or even exceed that of the 1.3 billion of China. The culture & religion are very complex in India. There are 500+ races & dialects in India, & the preferred Parliamentary Language is still English. Britain has a tremendous impact on modern India, & speaking upper class English is regarded as a gift in the ruling classes of India.

Despite all the cultural shock & hardship in traveling within India, the SM was fascinated by the warm friendship & unspoiled scenery in the places that he went to. During his travel, he had hardly seen any Chinese tourist. HK & China tourists may not find this place inviting, but the SM did not mind. He is actually thinking of returning to see the eastern part of India of Darjeeling where the British founded the tea plantation & sanatoriums. He also wants to visit the Himalayas in Sikkim, while he is still physically fit to trek up those mountains. If he does so later in the year, there will be another report.

The SM has faint hope that modern arboriculture may start up at this moment in India, given its political & cultural condition. However, if India would take a turn in that direction, they may pick it up faster than China, as English is widely spoken there. This is their advantage.

The SM will keep in touch with India which is only 5 hours away by flight from HK. He hopes to bring in more news of this emerging world power to keep us informed of their development. One day, the Arborist Profession & ISA may start up there. Who knows?

附上的是 香港职业安全建康局 (职安建) 所举办的香港首届的 "樹艺工作安全建康" 训练課程。 此课程的第一班将会在3月26日进行, 但由于此班已爆滿, 所以学员们只能争取报读附上的第二和第三班。 按照本分会过往举办 "樹木讲座" 的记录來看, 此类训练一經公布, 附上的课程将会在几天之内报满, 故請欲报从速。

此課程是由职安建的专家们与本分会长联合精心设計之作, 内容包涵了日常樹木工作当中, 所經常碰到的危险事项和建议预防方法。 課程又以深入浅出, 行外人仕也能了解明白的手法写成, 包涵了实物操作原素, 令其可能是到目前为止在大中华地区当中, 以当地语言教学最全面最包容性的樹艺工作安全训练課程。

此課程一共需時两天, 首天是由职安建的专家讲授有关樹艺工作的安全信息, 第二天则由本分会长讲介实务工作經验, 两天的传授是理论和实践并重, 而两位導师都是行内經验丰富的相关专业人员。 此課程与现時坊间流行的樹艺训练課程不同之处, 是本课程完全专注在工业安全和健康上面, 樹艺工作是一種充满挑战和高度危险性的工种, 在北美洲, 它已连续多年蝉联头五名 "工商人员因工伤亡" 名单之列, 也是绿化行业当中伤亡最多的工种, 可说是一步一惊心。 目前在大中华地区, 能用上本土语言来传授樹艺工作安全的专家少之又少, 而有实战經验又能讲課的就更少, 确实是非常可惜。

是项課程已經成为香港樹木工作资历认证的一部份, 但愿在不久将来, 同樣的训练也能在本地区的其他城市里出现, 來造福树艺行业人员。

Dear Station Members,

Please see attached the announcement for the HK Occupational Safety & Health Council (OSHC) to host the "Occupational Safety & Health in Arboriculture" training starting in March 2013, although the first class is already full. Attached are the second & third classes, which are expected to be full within days of announcement of this Station Mail.

The Station Manager Sammy Au is heavily involved with the design & construction of this very worthwhile training program. He will also teach for about 50% of the course to bias upon the practical aspects of tree work on site. After all, he has been in the industry since 1984, & holds the first of many Arborist Credentials in our territory of HK, Macau, Taiwan & China. He is so picked by OSHC for his knowledge & experience as a highly qualified trainer.

Please note that this training will emphasize on safety, & not the operational side of Arboricultural Work. This course is perhaps the first of its kind in our territory to be run by a authoritative institute with official recognition. The Development Bureau of HK has already recognized this training as part of the requirements in their tree work guidelines. ISA HK/China is very sure this training will benefit our tree workers & promote the understanding of the many risks involved during working with trees.

The course will be conducted in Traditional Chinese with Cantonese narration. We certainly hope this kind of training can spread to the rest of our territory to help the tree workers there in their local language to protect lives.

ISA HK/China --- South China Agricultural University visit (華南农业大學樹藝之旅)

本分会在2012年11月下旬, 在通过 "中国地球之友" 的友情安排, 成功的在广州华南农业大学 (华农大) 里, 举办了一次介绍樹艺行业和 ISA 的讲座, 到场聆听的有150位以上当地的专家教授和毕业生。 此次乃是本分会第一次成功的在国内著名学府里举办推介樹艺行业的讲座, 本分会长是抱着战战惊惊的态度前往附会。

华农大号称是国内第二大的农业大学, 也是广东省最古老的大学, 成立于1909年, 占地 8250亩, 是前由广东省政府和中国农业部共同管理的农业专科大学。 目前國內许多園林部门的主管, 曾都是华农大的毕业生, 可见此大学在培养园林专才当中, 有着举足轻重的领导地位。 是次演讲的对象主要是修学林业系的教授专才们, 因为树艺行业对他们來说, 是比较接近的一个行业, 虽然一个讲在山上, 则另一个在城市, 但总比其他那些搞什麼设计、什麼生产的为好。

在讲座当中, 年轻的参会者问得最多的并非技术问题, 而是假如他们考获了 "注册树艺师" 牌照以后, 出路会是怎麼样和收入是多少, 为此本分会长一一耐心作答。 为了測试一位代表樹艺行业人员的真正实干能力, 大会特別准备了十多桢广州樹木經常碰到的问题和照片, 來给本分会长评阅。 在事前毫無準備的情況下, 本分会长一一详细的解释了所见到的樹木缺陷、诱因和可行的解决方案, 赢得了全场不少的掌声雷动。

經过这次双方的亲切交流, 本分会已与华农大相约好, 会在四/五月份在大学里举辦一次全广州的樹艺行业研讨会, 届时本分会将会派出經验丰富的讲者和攀樹专家前往参加。 为了令此次会议能令更多人参与, 本分会将会把其当作为一次 "ISA 树木讲座", 除了给予 CEU 以外, 也会同时搞一次半天的 "广州古樹游", 鼓励所有本分会的会员自由参加。

是次华农大之旅, 也鼎力得到广州數个国營媒体的大力支持, 把与分会长的访问公开播放, 令全广东省的人民都知道是次造访, 这令我方感激不已 !

但愿是次广州之行能更燃起国内同行对樹艺行业产生更多兴趣; 为此目的, 本分会将会努力不懈, 再接再厲。

Dear Station Members,

In November 2011, through the kind help of Friends of the Earth of China, ISA HK/China has successfully been invited to deliver a seminar on the Arborist Profession & ISA in the South China Agricultural University (SCAU) in Guangzhou. This is a major breakthrough for us in our development in Southern China. We have tried many times in the past to approach this oldest university of the Guangdong Province. This time, we were invited to speak to their 150+ professors & graduates from he Forestry Dept for one afternoon. We were overwhelmed.

SCAU was set up in 1909 by the Guangdong Provincial Govt to develop contemporary agriculture in the then backward China. The university has a total area of 550 hectares, & has by now transformed to give all disciplines relating to the Green Industry in Southern China. Many Landscape Bureau chiefs all across China are graduates of this university, & SCAU has a huge impact on tree planting in China.

The Station Manager (SM) Sammy Au gave a 2 hour talk in Mandarin on the general aspects of the Arborist Profession in Asia, & touched briefly on the knowledge of modern arboriculture to the audience. Since modern arboriculture has not really started in China, & silviculture & arboriculture have their differences, the SM was speaking in a tone good enough for laymen to understand, & had explained the terms with facts to make the talk interesting & convincing. This has won many rounds of applause.

Then came in the middle of the talk with the host putting up slides of their trees in problem, without the prior knowledge of the SM beforehand. The SM knew that this was to test out the knowledge of a representative from the Arborist Profession. After all in China, it's no good to just talk, talk & talk. With the qualifications & experiences of the SM, he had answered every photo shown up & explained in details every defects so encountered. He also suggested the cause of the problems & offered workable solutions. This has fully convinced the audience of the abilities of a Practicing Arborist, as well as China needs modern arboriculture to help their trees.

As the visit has been so successful that both sides agreed to bring our Station Staff & Station Members up to SCAU for a bigger exchange. This is now scheduled around April/May of 2013, & ISA HK/China will turn it into an "ISA HK/China Tree Seminar" with CEU to be held in Guangzhou. There will also be an attached visit to see the Old & Valuable Trees in Guangzhou on the day before or after the seminar. We shall open this to all our Station Members.

The SM was also interviewed by several State Media of the China Central Govt Publicity Bureau during this trip, & it was broadcast within the Guangdong Province. In a way, we are now accepted & approved by the China Govt to promote our mission & objectives. This is very good news indeed.

ISA HK/China --- Taiwan Tree Doctor Association Inauguration Ceremony & Basic Arbor Training of 2012.12.20-29 (台湾樹木医学中心揭牌仪式暨医学研讨会)

首先, 本分会置以热烈的欢迎给百多位刚从台湾加入本分会的会员们, 亦希望我们的周讯能够给予你们帮助。 由於目前大陆的会员们都是习惯阅读简体字, 而懂繁体字的会员们一般都能够阅读简体字, 为了考虑到减轻工作量等因素, 故本周讯依然会使用简体字写出, 希望各位多多包涵见谅。

是次本分会到访台湾可说成是一次动感之旅; 本分会长深深被台湾同行的热情款待和细心照顾所感动, 从本來一次平凡的聚会, 变成一次刻骨铭心的友情交流, 这是本分会长所始料不及的。 台湾人的友善好客, 在这10天的行程里完全被反映出來, 难怪台湾现在已变成整个大中华地区的旅游热点, 这个完全合理。

在这10天的行程里, 主要可分成三大部份:

(A) 台湾樹木医学中心的揭牌仪式暨樹木医學研讨会

这个由台湾行政院农委会林业试验所主辦, 林务局和动植物防疫检疫局合辦, 和台湾绿屋顶暨立体绿化协会和台北市景观工程商会协辦的重要仪式和会议, 在2012年12月21日在台北市的森林保育中心里的国际会议大厅隆重举行, 到场的300+嘉宾, 都是全台湾绿化行业的翘首和首席官员, 为是次聚会增光不少。

日本的樹木医会和日本街路樹诊断协会, 也分别派出了正、副会长、和英、中翻绎共六人出席, 是次也是日方兄弟组织与本分会的第一次交流接触, 事前双方对对方的了解并不多。 日方专家提供了两场精彩的 "都市樹木风险管理" 和 "日本树医制度" 演讲, 博來不少掌声。 本分会长所提供的演讲分别是 "国际樹艺學和樹艺师介绍" 和 "樹木營养學与施肥技术", 向台下听众阐述了国际最新的技艺知识。

随后到來的研讨会综合讨论, 由台、日专家和本分会长主持作答, 当中台方同行提出了不少有关樹艺行业发展前瞻的问题和種养技术提问, 统统由台上专家们一一作答, 气氛非常热烈融洽。

在晚间的祝庆酒宴里, 台方的重大官员都有出席支持, 席上坐在分会长旁边的日方专家们, 也向本分会长作出亲切邀请, 去前往日本与日方官员和专家们交流, 本分会长也义不容辞的一口答应。 我们相信这对整个亚洲樹艺发展都有好处, 也令本分会的国际联系再向前迈进一步。

(B) 基础樹艺学训练

在这五天的基本训练当中, 本分会长对台方學员的积极学习态度留下了非常深刻的印象。 首先, 原來安排的60人训练计划, 由於得知是分会长过來主持, 一下子从第二天就跳到有150+人签到的培训班。 有學员不辞劳苦的从金门岛坐上一个小时的飞机來台北听課, 也有不少人从屏东县坐4小时火车赶到。 当有學员感觉到老师已是太劳累了, 有从淡水过來的女生送上当地小吃和土产止咳药给老师作慰问。 本分会长已跑遍五洲七洋参加过大大小小的国际会议无數, 能得此礼遇还是首次, 这还不叫分会长心里感恩吗?

在課堂上, 没有人睡觉, 没有人在玩手机, 學员们都全神贯注听课, 小心到连本分会长没有留意到的肥量计算程式出了數字错误, 学员们也就马上提点出來, 台湾同行的好學专心, 在这些地方完全表露无遗。

更令本分会长受到感动的, 就是连台北市的原市长黄大洲博士, 由他老人家來亲自率部, 每天从早上九点, 一直留心听课到下午四点半, 也不断提出疑问, 每天如是坐足五天。 有如此优质的领导坐阵, 台湾的树艺行业会搞不起來吗?

(C) 攀樹训练

在抵台的第一个周末里, 本分会长与已經相約好的台湾当地攀树人员, 一起前往台北阳明山区, 去攀树交流經验。 当天的气温只有6C, 风大又夹住丝丝小雨, 所有人都全身湿透, 但这无减双方的热情。

在研讨技术的过程中, 本分会长发现台方人员在装备和技术上, 只仃留在康乐攀爬的层面。 他们用的摩擦结比 ISA 使用的打多了一个圈, 爬樹腰带是攀石用的那種, 夹扣是单开而不是三开, 这与ISA的要求相差很大。 本分会长向台方人员介绍了攀樹师使用的装备和技术, 又示范了树上行走和上升的技巧。 令台方人员最感兴趣的可能是在觀看80kg重的分会长, 能够使用绳索技术仃留在只有2.5cm粗的枝条上面, 这令他们对攀樹师的技巧能力完全信服。

在台湾要搞任何训练或工作, 都先要合法的申请到 "工作许可证", 除非是政府部門出头, 否则这个证也不好办。 本分会长希望利用协助台方推动樹艺之便, 也能同时抽空训练出台湾的第一批攀树师, 为当地的树上工作出一分力。 本分会长以前训练出來的攀樹手, 目前都已成为国际水平的人马和香港冠军级别, 所以是完全有能力为台湾作出贡献。

总括來说, 是次台湾之旅是取得完满成功。 在此, 我们非常感谢台方人员的热情接待和全力配合, 使是次到访尽善尽美, 台方人员在推动当地樹艺行业的发展的背后努力是非常巨大和不为人知, 为此本分会代表全体会员和 ISA 向这些英雄们致敬 !

台湾的树艺行业正式开始了。 本分会愿意以其微薄之力, 与台湾同行一齐走上为中华地区发展樹艺行业的康莊大道, 共同携手, 互励互勉。

Dear Station Members,

It is the pleasure & honour that ISA HK/China was invited to attend the Taiwan Tree Doctor Association Inauguration Ceremony & to conduct the Basic Arbor Training in Taiwan on Dec 21 - 28, 2012. The Station Manager (SM) Sammy Au was the representative of the mission & we are proud to say that we have achieved a total success on this trip. Taiwan has decided to start their Arborist Profession after this visit, & has seen the value of the profession to help their trees. This is some very good news indeed.

Taiwan is the Pearl of China. Some 70+% of her land is still covered with trees. From the air, Taiwan looks like a green pendant floating in the East China Sea. It has a mild climate & a diversity of landscape with the tallest mountains in East Asia. The people are gentle & hard working, making their land to be once the Four Little Dragon of Asia. The SM has been visiting Taiwan for over a hundred times for business & work since 1980, & has known this beautiful land & her culture by heart with respect.

The visit of the SM can be summarized into 3 parts:

(A) The Taiwan Tree Doctor Association Inauguration Ceremony

More than 300 distinguished guests from Taiwan, Japan & HK have attended this important ceremony, to mark the beginning of the Arborist Profession in Taiwan. Practically anyone representing an interest in trees & landscape was present in this ceremony.

Japan has sent out a strong delegation of six persons to attend this ceremony. This included the President & Vice President of the Japan Tree Doctor Association, the President & Vice President of the Japan Urban Tree Diagnosis Association, an English translator & a Mandarin Translator. They have given talks on the "Japan Tree Doctor System" & "Urban Tree Risk Diagnosis", in Japanese with instant translation. This is the first time that our Japanese counterparts have met ISA HK/China, & soon we have become the best of friends. We do share a common goal of helping the urban trees with scientific knowledge & practices. At the end of the day, the Japanese experts have extended an invitation to the SM to visit Japan to see their work. The SM has agreed, & may go after April 2013.

On our side, the SM had delivered two presentations on "The International Outlook of the Arborist Profession", & "Tree Nutrition", both in Mandarin. Both have won thundering applause. The Taiwanese audience enjoyed listening to the SM speaking fluently in Mandarin like them, explaining complicated concepts with laymen terms like to the media. At the Discussion Forum at the end of the day, our hosts, the Japan Tree Doctors & the SM were on stage to answer a whole range of technical questions. The audience have seen the skills of the Arborist Professionals, & valued their urban trees as a social asset.

All 300 name cards of the SM were distributed in this day. Our name has now been stamped into Taiwan with their appreciation.

(B) The Basic Arbor Training

This has been more encouraging than the SM has ever expected. The 5 day sessions were originally planned to house only 60 representatives from the Govt Sector. On the 2nd day, more than 150+ participants were signing in to attend. Other than Civil Servants, the private sectors joined in, & that included some local celebrities in the landscaping industry. Some came as far as from the Jinmen Island (1 hour by plane), & from Pintung County (4 hours by train). The SM felt particularly honoured that the former Mayor of Taipei City, the Honorable Dr. Hwang (Graduate of Cornell University) & his group of officials, sat from 9 am to 4.30 pm everyday to listen to the lectures. This has been most moving to the SM.

The 5 day sessions followed that of ISA Education from Pruning to Tree Risk Assessment. The SM was speaking in fluent Mandarin all the way, & has answered every technical question raised at him. He did not evade one single question. The participants were so keen that even the resting time of the SM was used up to ask queries. One lady even brought in her local medicines to soothe the drying throat of the SM. This is something that has really motivated the SM on the friendliness of the Taiwan People. This has made the SM feel that ISA Arboriculture will begin well in this precious land of Taiwan.

(C) Tree Climbing

During the first weekend of the visit, the SM has met several groups of local tree climbers & have climbed with them in Yangming Shan. Although the weather was 6 C with constant drizzles & wind gusts, that did not stop the enthusiasm of the Taiwanese tree climbers to show the SM of what they have learned & are capable.

From what the SM has seen, they appeared to have been trained with Recreational Tree Climbing rather than profession tree work. They tied Blake's Hitch with 5 loops. They were using rock climbing saddles to get up & down tree vertically only. Their carabiners were single locking. This is rather different from what ISA Certified Tree Worker credential would require.

The SM has shown these local tree climbers some basic skills in maneuvering on a tree, & has shown how to balance on an one inch thick branch. They were amazed. Not in their former training that a tree climber could reach out 7 m from the trunk to limb-walk. They now have all wanted to learn professional tree climbing.

Taiwan is a place that requires an official Work Permit to conduct any training or work as a measure to protect their local employment. This Work Permit is rather difficult to get. The SM was invited by the highest authorities of Taiwan & the Work Permit has been taken care of . Therefore, these groups of tree climbers have been told to wait to until the SM would visit Taiwan in future, to bring them the proper gears & techniques. This is sad, but it is a reality.

All in all, this wonderful trip to Taiwan has been a great success for ISA HK/China. We are now supported by the highest authorities in Taiwan to begin the Arborist Profession there. The SM has become their prime consultant in their development. Taiwan is now selecting ISA to be their partner. This is very good news indeed.

On the other hand, we wish to cordially thank our host for making this trip to happen. They have worked double-hard behind the scenes without glory to make it all happen. They are the hidden heroes & deserve all our respect !

More than 100 Station Membership has been collected while in Taiwan. Taiwan is now heading the way that we would like to see. We are truly grateful for everybody's work.

May we share our knowledge & work hand in hand with our Taiwan brothers & sisters to uplift the Arborist Profession in our territory. For this we will persist.
