附上的是大中華地區內最新鮮出爐的樹木保育條例 ---“台中市樹木保護自治條例”, 剛在
2013年4月24日成立。
這是除了台北市以外, 台灣的另外一個大城市所產生的當地大樹老樹的保育條例, 個中精神,
以盡量在發展和樹木保育之中取得平衡, 也證明台中市政府對保護當地的古樹大樹是非常重視。
按照條例裡面所說, 台中市的老樹數目高達3,000棵,
冠為全台灣之首。當本會長隨同台灣愛樹保育協會曾檉銳會長, 在本年七月份考察當地大樹老樹之時, 也見過直徑超過兩米、樹齡有幾百年的老樹多株,
令人讚嘆不已。
條例裡面也明文提出要成立“樹木保護委員會”, 由副市長、局長、專家學者和NGO等組織參與,
亦希望此委員會不會成為政府的“橡皮圖章”, 成為移樹砍樹的爪牙打手, 這點實在難能可貴。
希望大中華地區的各個城市, 都能按照自我條件, 去成立各種的“樹木保育條例”。
更希望更多有心有能力的專家同行, 能被吸納到各類的“樹保協會” 裡面去發揮作用, 共同為保護樹木資產去出一分力,
則此乃是我大中華地區裡樹木種植的福祉了。

Members,
Attached please find the latest Tree Preservation Law
of Taichung City of Taiwan in Mandarin, for those of you who can read
& understand.
This tree law is the latest in Taiwan, enacted only in April
2013, & it describes very clearly its goals & objectives in tree
protection, against the rapid development in Taichung City. Taichung City is
now entering a development spree, & the City Govt is working hard to strike
a balance between tree preservation & commercial development, knowing that
once the old trees are destroyed, they may have to wait for several hundred
years to see them again.
This visionary tree law even demands to establish a
Public Tree Board to invite local experts to work with Govt
Officials in tree protection, & it says very clearly in the law that it does
not want to see parroting of the Public Tree Board in tree destruction &
removal, but to see fair & just decisions on preserving the old trees. This
is something rather unique in the China Region against the sole focus on
increasing GDP within our many cities at the moment.
CAA is working hand in hand with the many Taiwan Govt Agencies
in upbringing their arboricultural knowledge to international level. The
Station Manager travels frequently to Taiwan to conduct training of all kinds in
Mandarin to benefit their local practitioners in tree care. This will be good
for the tree planting in Taiwan as a whole, as well as seeing our duty to serve
our own territory.
Lets hope we shall see more of this kind of tree protection
law enacted all across the China Region. CAA will work relentlessly with our
China brothers to bring tree care to meet the world one day.
