兹附上两则国内有关树木种植的报导,以便雅俗共赏:
(A) 树木根颈戴套防冻
树木从它的雛形到今天,在地球上大概进化了两亿年左右。树木没有脚,不能逃离逆境或灾难,只能原地适应,其中要对付的逆境就是冬天的严寒。
经过了长年累月的生长适应,基本上地上部的茎干和枝叶,对冬天的环境都会作出生理调整,包括叶片脱落和茎干内部液態浓度加高等等,去进行休眠,保护树体越冬。根部方面,由於土温一般都会比气温高,温差也较少,树根普遍没有树的地上部那么耐寒。
树木的根颈地区,可算得上是树的地上部份,在大自然的生长条件下,有可能要通过大雪堆积的考验,进化当中自然产生耐寒能力。如果在这里给套上塑料圈,这胶圈的表面温度其实与气温相等,起不了多大的升温作用。但是, 在浇水后, 由於塑料圈不很透气, 令到根颈地区经常潮溼,令根冠病的发生率提高。
塑料圈作为防护剪草机的机械伤害是有一定作用, 但是在根颈的外部打上几根小竹子作为阻挡, 可能更快更有效。
(B) 根部安插排水管
俗语所云 : "人望高处, 水往低流",大自然的水是受到地心吸力的吸引而从高处往低处流。图中所见的几根所谓 "排水管", 除非有外力作用, 否则管内的水也会流向地下,不会自然的往外喷涌。再说排水管是插到泥土里面去, 而不是插到水塘里面去, 所能抽出来的水量只可能是从土里面渗进的一点儿而矣, 至於抽水机能否把它吸出尚待考证中。
至於透气方面,泥土是一个固体,内部空气的渗达是很慢很有限, 也属於是局部性的, 作用不大。
可能真正能够帮助树木在渍水的环境下生长, 只能把根部升高到泡水线以上, 否則又是 "大自然去决定成败, 不是设计者" 吧。

Two sets of Tree News from China:
(A) Insulation Collar at Root Crown for Cold Protection
The attached photos show that a plastic tubing or membrane was installed at the butt level of a tree for "cold protection" for mature trees in China. The description said that the root crown is the easiest part of a tree to suffer cold damage. The insulation would also protect any mechanical damage of the grass trimmer during turf cutting.
It is also mentioned that another way to "protect" cold damage at the root collar level would be "to cover the root collar with a certain thickness of soil as insulation", & this is usually done after watering.
As for the Station Manager, he has seen this kind of plastic collars to be installed mostly on palms at a certain height from ground. He was told that it was for stopping the rats from climbing up the stem to reach the seeds above. The same practice for root collar insulation has not yet been heard of, except in this incident. China may have a different perception when it comes to tree care.
(B) Installation of Piping for Root Irrigation
A particular site in Central China has a drainage problem for the transplanted trees. The landscape contractor then planted the trees at the same soil level without elevation, & then inserted 3 no. of 15 cm diameter PVC pipes at the dripline of the trees to "irrigate out the underground water". The water would be "pumped out" by a machine from time to time through suction in these pipes. The pipes were also said to "improve" aeration at the root level.
The concept of this practice may have taken the assumption that underground water could be easily "pumped out" like water in a pond. In such case, the planting medium would be fluidized.
Good luck to these trees sitting on a pile of water. It would be interesting to find out their survival rate.

附上的是一则国内有关树木修剪的评论文章, 本分会十分同意里面大部份的分析。
"修剪" 是树艺学的必修科目,当中涉及两大部份:树木的生物学和树木的结构学。树木的生物学并不等同植物学里面的生物学,而是涉及专题科目例如 "创伤板隔化"、"水泵原理"、"抗逆物质" 等等在国内尚未出现的题目。 树木的结构学更是复杂,里面涉及木质构造、反应木的产生和风力分布等等生物物理学的崭新课题,其中大部份在国内尚未出现。
一位 "执业树艺师" 所需要掌握的并不是一大堆的研究报告和天文数字,而是在现场立竿见影的判断一棵大树为何要剪、怎样去剪和该剪多少,他必需运用所学的知识,配上他个人的经验教训,来厘定他的决策,能够在接受挑战的情況下为自己的判断作出辨护。 只要一刀剪错,整棵树的结构和健康都可能出现逆转,而剪下的部份不能用钉子或胶水重新补上。 可谓 "一失剪成千古恨,回头需要几年身"啊。
并非每一位树艺师都懂得树木修剪,能讲的人很多,能下刀的人很少。 一般不是天天和修剪打交道的树艺师是不敢剪,而能剪的树艺师大部份都懂得攀树,因为光靠从地上观看,除非是非常经验老到,否则高空的异常情況是不容易判断出来,有时候爬到上面去小心看是唯一方法。
"树木修剪" 可能是国内极为需要赶快掌握的技术课题,本分会目前能供应的合资格导师也可能只有数位,当中也有不懂说普通话的。 如果寻求外援,除了需要提供翻译以外,差旅教学费用可也不得了,同时他们对我们的品种和水土气候也可能不懂。
看来要马上提高国内树木的修剪技术与国际接轨,可能还有一段漫长的路在前面 ...

Attached is a set of recent tree news regarding the practice of Topping in China. The commentary by the China expert has hit it right on the spot for the current situation. The underlined parts are the quotings of the Station Manager during his many seminars in China in the past. ISA HK/China is now their main source of reference for modern Arboricultural Practices & Tree Care in Mandarin.
Topping is taught as an acceptable method of tree pruning in most China classes today. It is thought that the regeneration of new shoots is a sign of recovery after stem & branch removal at an imaginary line. The "shoot to root ratio" theory encourages transplanted trees to be topped to balance off the biomass above & below ground, so that it would help for regenerated growth after transpiration. Topping is sometimes done to "re-vigorate" a dying tree, when new shoots would emerge as waterspouts.
As construction work is active everywhere in China & mature trees are favoured for an "instant effect" in landscape, tree topping is defended by China practitioners & designers as the correct means of reducing tree size for transplant. The Station Manager is perhaps the only person ever spoken to explain the ill effects of topping in China in his many seminars there. It is also the courage of the only China newspaper in greenery, the CGN, in pairing with the Station Manager to review the practice. It is our big thanks to CGN indeed.
It will be difficult to turn the table around for topping in China instantly. It may lose jobs for a lot of people, & many academics may need to refresh their knowledge & practices. It will be a big stir in their landscaping community. The change is better from within step by step, rather than in a hurry from outsiders to say we are doing good to their trees. The Station Manager will handle this situation delicately to compare, demonstrate & educate. It will take time.
We hope one day Topping in China will disappear. ISA HK/China will work on this as much as we can as our duty.

本分会有幸的获得台湾行政院农业委员会林业试验所 (TFRI) 的邀请,在 2012 年 4 月10 - 11日两天, 拜访了 TFRI和举行了一个下午的树艺行业简报会, 介绍了树艺行业的历史、训练和牌照制度, 和 ISA 近年在亚洲地区的发展, 受到了热烈的欢迎。
台湾位于西太平洋台风区, 处在每年台风的必经路线当中, 每次的台风都会为当地的树木带来不同的影响,当中的病树倒塌会压断电缆、封闭公路、破坏财产和不幸伤人, 在媒体会引起回响, 为民众生活带来不便. 病树的发生可以由设计、选种、护养、检查等等当中的某个环节的不小心所引致,如果有了树艺师为其把关是一件好事。
TFRI 是目前管理台湾树木的权威机关,里面的领导大都是留美留日的博士,也对 ISA 有相当了解和支持, 这令双方的沟通非常容易。TRFI 之前曾指派过属下的研究员给香港的 "树木办" 举办过有关褐根病的讲座, 在此领域他们是处于亚洲的领先地位。 除了 TFRI 以外, 本分会长也有幸的遇上国立台湾大学农学院的专家教授们, 又实地考察了当地农庄的树木种植, 交流了双方知识。
从各方面收集回来的信息, 台湾将会开展树艺师制度, 为台湾宝贵的树木资源作出统筹、管理、检查和保护;为此台湾需要大量的训练人才,来配合推动整个树艺行业发展,这对 ISA 来说是一种鼓舞。 本分会愿意为此宏大目标来作出贡献, 也非常乐意的与台湾的专家们一起共同努力,把台湾的树木种植搞得更安全、更美观和更受老百姓欢迎!

It was a pleasure & honour of ISA HK/China to be invited by the Taiwan Forestry Research Institute (TFRI) on Apr 10-11, 2012 to visit Taiwan for promoting the Arborist Profession & ISA. The event was very successful.
The Station Manager has delivered a 3 hour talk in Mandarin on the Arborist Profession & ISA on Apr 10, which was attended by senior officials of Taiwan who took interest in the Tree Care Industry. There were approximately 60 audience from various sections of TFRI, from the Parks & Roadside Trees Division of the Public Works Dept, & representatives from various Universities. The talk circled around on the history of the Arborist Profession, the credentials system of ISA, & the development of ISA in our territory of HK, Macau, Taiwan & China. We have also touched upon Tree Work & Tree Climbing. It was fascinating to the audience.
TFRI appeared to understand very well on ISA HK/China & they have been studying our Station Mail for some time. They have also sent staff to run lectures on Root Rot Diseases for the HK Tree Management Office a while ago. This has made this return visit of ours very pleasant & friendly. The Station Manager appeared to be the first overseas Chinese to speak on this topic in Taiwan so far. We hope more can keep coming.
From all we have learned, Taiwan is about to begin the Arborist Profession to develop further on their tree planting, from design, installation, maintenance to regular inspection. The Station Manger has given advice to TFRI to not just focus on the Tree Risk Assessment alone which is a small part of Arboriculture, but to develop on all fronts of the arboricultural knowledge, with design & installation as the priority. This is because a poorly picked tree planted incorrectly in the ground would lead to expensive maintenance in future, with the tree growing bigger later only to become a Time Bomb. We have seen this happening many times over in our part of the world. We have also told them not to go for an "Instant Effect", but for sustainability. Trees live longer than humans.
It is likely that more exchange visits will happen between ISA HK/China & Taiwan in the near future. After all, we share the same culture & flow the same blood. We are brothers to them who live on the other side of the Strait. We are also keen to help without aggression. Our sharing will benefit all at the end.
ISA HK/China looks forward to more exchange of knowledge & activities with our Taiwan brothers. This will make ISA more international in our part of the world as well.

ISA HK/China --- China Tree News (Transplanting Fraxinus hupehensis) (移植 "对节白腊")

附上的是一篇最近在国内发表的有关移植 "对节白腊" 的文章, 本分会将其与已知的树艺学问作比较, 希望各会员可以从中得益.
文中提出大概有9个要点, 我们逐一分享如下:
1. 选址 --- 我们同意泡水的栽种点是不好, 但不保水的栽种点同样是不好.
2. 沙栽 --- 我们认为采用沙栽, 会导致日后根系不稳, 风中容易倒塌; 沙子的保水保肥能力低, 最好不要用.
3. 坡地、平地栽植 --- 使用挖土机, 走过的地方会把泥土压成板结, 不透水透气, 所以使用的时候要非常小心. 深翻50cm以上是以为树根是往深里长; 下面没有氧气, 根会长吗?
4. 根部整理 --- 图1见到的树体已經好像一根烂木头, 大部份的结构根和吸收根都早被砍掉了, 树体还能赖以为生的是靠内部贮藏的水份和养分, 如果日后新根不能及时的长出来抽水, 或新叶片不及时长出来补充养分, 那整树死亡只是意料中之事, 谁说都不能制止. 大面积的切根会容易造成腐烂, 令本来已經被重创的树体百上加斤.
5. 使用生根剂 --- 生根粉对草本植物比木本植物有效得多, 千万不要把温室技术和大田种栽混为一谈.
6. 盖地膜 --- 如果采用塑料薄膜, 怎样透水透气? 薄膜的厚度有限, 保温吗? 根部不呼吸, 有如泡在水里, 会长吗?
7. 树干缠薄膜 --- 从图4看来, 从泥面到1米高, 薄膜是紧包著树干, 算是发出的小芽也会被压扁. 此外, 薄膜顶部是打开通风的, 怎样保温保湿?
8. 揭膜 --- 我们要问为何要在离地1米左右的树干部份发芽去制造枝条, 这些枝条长大后不会防碍通道吗?
9. 洒水 --- 对大部份乔木来讲, 吸水的部份是根, 而不是树皮. 光浇湿树皮而不长根, 行吗?
国内在移苗技术上, 走的方向与国际不同, 只要各方能够座下来谈, 也没有解决不了的事情吧 !

Dear Station Members,
Attached is a recent article from China describing how a "Senior Horticulturist" would transplant Fraxinus hupehensis as landscaping tree in the field.
From the given information, it can be seen that the mature trees would come in bare root with topping & heavy root pruning. They were to be planted in a medium of sand of minimum thickness of 50cm. The planting ground was to be tilted to a depth of more than 50cm before before putting on the sand. Then the roots were to be hard-pruned further to remove any unwanted portion, before installation.
At installation, a slurry of root hormone was to be mixed in with the backfill. After watering for 5-7 days after installation, a plastic membrane was to be placed on top of the backfill to "increase the soil temperature" to enhance root development. Another set of plastic membrane was to wrap round the trunk from ground to about 1 m height, to "retain moisture on the bark surface", & to "encourage budding". This membrane was not to be removed to until all budding has finished.
As for watering, it should begin after mid-April, at a frequency of twice a day. "Do not give too much water", the author said, "It may rot the roots". "Just wet the bark", he said again.
With all these "expert advice", the author reckoned that the transplanting success would be "high", as compared to some 30% of which he had seen elsewhere. He also recommended that "Daily inspection is crucial. Kill the problem on the spot is the key."
Good luck to anyone following this "expert's" instructions. A true Arborist would do it in a rather different way.

附上的是一篇最近在国内发表的有关移植 "对节白腊" 的文章, 本分会将其与已知的树艺学问作比较, 希望各会员可以从中得益.
文中提出大概有9个要点, 我们逐一分享如下:
1. 选址 --- 我们同意泡水的栽种点是不好, 但不保水的栽种点同样是不好.
2. 沙栽 --- 我们认为采用沙栽, 会导致日后根系不稳, 风中容易倒塌; 沙子的保水保肥能力低, 最好不要用.
3. 坡地、平地栽植 --- 使用挖土机, 走过的地方会把泥土压成板结, 不透水透气, 所以使用的时候要非常小心. 深翻50cm以上是以为树根是往深里长; 下面没有氧气, 根会长吗?
4. 根部整理 --- 图1见到的树体已經好像一根烂木头, 大部份的结构根和吸收根都早被砍掉了, 树体还能赖以为生的是靠内部贮藏的水份和养分, 如果日后新根不能及时的长出来抽水, 或新叶片不及时长出来补充养分, 那整树死亡只是意料中之事, 谁说都不能制止. 大面积的切根会容易造成腐烂, 令本来已經被重创的树体百上加斤.
5. 使用生根剂 --- 生根粉对草本植物比木本植物有效得多, 千万不要把温室技术和大田种栽混为一谈.
6. 盖地膜 --- 如果采用塑料薄膜, 怎样透水透气? 薄膜的厚度有限, 保温吗? 根部不呼吸, 有如泡在水里, 会长吗?
7. 树干缠薄膜 --- 从图4看来, 从泥面到1米高, 薄膜是紧包著树干, 算是发出的小芽也会被压扁. 此外, 薄膜顶部是打开通风的, 怎样保温保湿?
8. 揭膜 --- 我们要问为何要在离地1米左右的树干部份发芽去制造枝条, 这些枝条长大后不会防碍通道吗?
9. 洒水 --- 对大部份乔木来讲, 吸水的部份是根, 而不是树皮. 光浇湿树皮而不长根, 行吗?
国内在移苗技术上, 走的方向与国际不同, 只要各方能够座下来谈, 也没有解决不了的事情吧 !

Dear Station Members,
Attached is a recent article from China describing how a "Senior Horticulturist" would transplant Fraxinus hupehensis as landscaping tree in the field.
From the given information, it can be seen that the mature trees would come in bare root with topping & heavy root pruning. They were to be planted in a medium of sand of minimum thickness of 50cm. The planting ground was to be tilted to a depth of more than 50cm before before putting on the sand. Then the roots were to be hard-pruned further to remove any unwanted portion, before installation.

附上的是一篇近期在國內已发表的有关使用 "活体支撑古树" 的文献, 如果这个方法行得通, 将会是树艺界里面的另一个伟大的 "发明创造".
从文中所看到的, 似乎是围绕著两个重点:
1. "通过年轻树体输送的营养让古树生长得更健壮"
2. "这些活力木支撑和古树融成一体"
由此看来, 有关人仕是认为一棵生长了近百年的古树, 它的树皮会与一棵几年生的幼年树的树皮系統互相融合在一起, 然后双方的 "形成层" 会互通互长, 令幼年树里面由叶片所产生的营养糖份, 有足够的液压去输送到古树里面的维管束系統, 情况就好像接驳水管一样. 可能有人会问, 这有否违反了最常见的小苗扦插原理?
另外, 当一棵小树长在一棵大树下面, 都给遮阳了, 小树还会有足够的阳光去进行 "光合作用" 去制造充足的糖份来提供大树使用吗?
在树艺学里面的修剪理论里, 当两条枝条重叠在一起的时候, 我们把它叫做 "交叉枝", 一般会将其中一条剪掉, 让它们不会因为风力摩擦而制造伤口. 而使用 "活体支撑" 会明显的制造 "交叉枝".
树艺学是一门活用科学, 不光讲个人经验, 但追求科学实践, 与国内的做法相比, 可能就是所谓的 "内外有别" 吧 !

Dear Station Members,
Attached is a recent China article on using a live tree as prop for a mature tree. It is said to be an innovation by their tree care specialist to resolve a major problem in supporting heavy lateral branches for especially senile tree in decline. It is also said that the contacting point would probable merge over to turn the two trees into one, & the sap flow of the younger tree would provide nutrients to the mature tree to benefit its growth.
When an Arborist is asked to conduct Crown Cleaning, removal of Crossing Branches would be one of the designated tasks, as such lapping over would create wound at the contacting point to promote future failure. It is also not known that the branch of a mature tree can merge over with that of a young tree as in Grafting. The canopy coverage of the mature tree is likely to diminish the Photosynthesis of the smaller tree under, & the smaller tree would actually grow weaker than the bigger tree under such condition.
When it comes to tree care, China is full of surprises. Yet when ISA HK/China wants to share our knowledge with those "Tree Experts" there, most would usually walk away. Such is the difficulty in bringing ISA into China. Such is the reality to confront us to talk to them.

据本分会的了解, "树干涂白" 是一种很古老的植保技术, 源自欧洲的果园生产, 本来以为可以防虫和冬天树干防日晒破裂. 目前这技术在西欧国家已基本仃用, 在东欧的落后地区还可以普遍看到.
传统的树干涂白, 涂料基本上是采用石灰水, 涂上的时间多在初冬. 在用过了这种技术若干年后, 西欧的果树生产商开始对这工序, 产生了以下的疑问:
1. 在冬天, 病虫害都跑去冬眠了, 哪还防甚麽虫?
2. 在下雨或浇水期间, 从树干脱落的石灰水是强碱性, 改变了根部泥土的pH值, 令多种矿物原素不被吸收, 也令土质局部板结, 是好事吗?
3. 涂了白的薄树皮树木品种, 向南的部份在春天的太阳照射下, 照样会产生破裂, 而厚树皮的品种则不涂白也不会破裂, 哪这 "涂白" 真的是有效吗?
过了一段时间, 某些西欧的果农又在涂白料上面 "加工", 例如拌上硫磺、农药和其他, 但上述的疑点还是解决不了, 哪就乾脆仃用了. 在仃用以后, 他们发觉 "防虫" 的效果结果是同样, 泥土的pH值没有被石灰破坏, 而在树干向南的部份放上垫层的防破裂效果比采用涂料更好, "树干涂白" 这种做法也在西欧地区慢慢的画上了句号.
在我国, 不管它大江南北, 不管它有否效果, 园林树木涂白好像是变成了 "指定动作", 附上的报导更提出了使用 "纳米" 涂料, 可算是国内园林届的一个 "发明创造", 足叫老外叹为观止. 但愿这家厂商能把技术材料翻译成为英语, 本分会乐于为其作全球性分享报导.
科技的真实性需要通过公开评审, 越是国际审查过的, 可信性越高, 这就可能是为何许多专业牌照分成 国际 --> 地区 --> 国立 --> 省立 --> 市立 的原因吧. ISA 是国际组织, 可信性自然很高.
会员们, 下次见到有人在树干涂白的时候, 不妨聆听一下理由, 说不定会有意外收获.

Dear Station Members,
Bark Whitewashing is a common practice for landscape trees in China for decades. However, if the landscapers are asked why they are doing it, maybe very few can provide a convincing answer. Most do it because the others are doing it, & think it can not be wrong in doing so.
Whitewashing in China would commonly use raw limestone to mix with water to form a thick solution for painting on to the bark. The maximum height would be as far as the arm can reach. It is thought to repel insects & kill fungi on the bark. It is also thought to reduce bark cracks during the Spring sunshine. Sometimes, sulphur or pesticides would be mixed in to form various formulation. No matter what the mixture would be, only the bark would be cared for. Anywhere else is usually left untouched.
Whitewashing would block lenticels on the bark surface to reduce air exchange. The lime peeling off or washing down during raining or irrigation would increase pH to obstruct nutrient absorption in the rooting area . As for pest repulsion, as the process is normally carried out in early winter, most of the pests would have gone to hibernation already. Thus what's the point?
It is very rare to see Whitewashing to be practiced in western countries nowadays. The harms may outweigh the benefits. As for bark protection during Spring sunshine, an insulating wrap may be more effective than applying lime on trunk. Thick bark species are also less susceptible to temperature differences.
In the attached newspaper clip, China has claimed that they have developed a "nano" technology in producing whitewash with active carbon to produce a more effective Whitewash. This is unheard of anywhere in the world & may be seen by some as another commercial gimmick of the manufacturer. If whitewash can go also "nano", what would be the scientific research behind?
China is full of adventure when it comes to Tree Care nowadays. Snake Oil is spilling everywhere. ISA HK/China would do our best to share our knowledge, one tree & one arborist at a time.

对於事件的发生, 本分会感受沈重悲痛, 唯有寄望家属方面能得到妥善处理, 令创伤减到最低. 另一方面, 此事件也带出了不少问题, 例如:
1. 为何一个没有受过正统攀树训练的工人, 能够在发生同样意外而且受伤之后, 依然能够重返同一岗位去重操他已被证明是能力不足的工作? 监管在哪里?
2. 为何会由一家建筑工程公司去包揽高空树木修剪, 这是方便了谁?
3. 此次的修树工作是按照什么国际标准来进行? 是否又采用 "英国标准" BS3998 啊? BS3998 是1987年写的, 会否太老旧? 如果是采用2006年写的 ANSI z133.1 去作为参照, 则此项修树的每一个环节都可能不达标. 谁又要为此负责任?
4. 为何没有要求 "注冊攀树师" 参于修树工作? "注冊攀树师" 的报考资格是 `18月攀树经验 + 急救证书 + 空中拯救证书', 然后再要通过2小时的笔试和30分钟的操作试. 是否这个国际承认的技能牌照, 还不能满足有关方面的要求? 哪还有什么是更好的代替品啊?
5. 2008年8月份, 香港赤柱大树倒下压死女大学生的事件引起香港社会广泛关注, 传媒连番报导, "树木专家" 纷纷扬扬发表意见, "死因研究庭" 排期聆讯, 而最终香港政府甚至成立了 "树木办" 去管理城市树木. 但在这次同样的树木死人事件, 传媒只是小标题的报导了一两天, 没有听到 "树木专家" 发表伟论, 没有 "死因研究庭" 排期聆讯, 过去一个多月来, 也没有听到香港政府或民间有什么强烈回响. 何解?
在中华地区天天有人修树. 如果修树工作不被重视, 同样的意外相信日后也会在某地发生, 同样会有工人丧命, 同样会有家庭破散. 有人会问, 是否要等到一个家庭富裕的女大学生从树上工作掉下来的时候, 社会态度才会改变, 行政法规才会得到完善, 攀树师才会被重用啊?

Dear Station Members,
A tragic Tree Work accident has happened on 1.1.2012 in Shatin, where a Tree Worker was killed after falling from more than 10 m of height. He left a family of two who lived on him.
From the media reports so gathered, the victim appeared to be climbing up in ladder to the maximum length, & then was pulled up by fellow workers from ground, while seating himself on a Bosun Chair to get to the working point on tree. He had actually completed his pruning, but then lost his balance while lowering down on the Bosun Chair to reach the ladder to return to ground. He fell out of it to hit the ground on his head from more than 10 m of height, resulting in death after reaching hospital.
From the equipment & techniques so deployed, the victim cannot be classified as a trained Tree Climber. He did not wear the proper Personal Protective Equipment like helmet & goggle. He had no tree climbing saddle or safety lanyard. He did not use any internationally approved tree climbing technique like Double Rope Technique or Single Rope Technique for ascent or decent. He did not even install any Fall Arrest system. All he had might be a lot of guts to get up a tree in his manner.
This fatal accident did not raise public concern in HK if compared with the similar fatal Tree Failure accident of Stanley in 2008, or the cyclist death in Shatin in 2010. Hardly any media coverage was given to the incident, & no Coroner Court Enquiry was called. This is showing how the HK public view similar incidents with a vastly different attitude. Tree Work accident is apparently not taken seriously, despite the amount of Tree Work carried out in HK everyday.
ISA HK/China would encourage the employment of Certified Tree Workers (CTW) in any Tree Work to ensure standards & safety. To even qualify to apply for entry tot he CTW exam, a Tree climber has to climb for at least 18 months, possessing both First Aid & Aerial Rescue certs, before taking a 2 hour written exam & a 30 minute practical exam. Passing rate is low due to the stringent requirements. It is not known that any CTW has been seriously injured during Tree Work in HK since the credential appeared in 2005 in HK. Accidents mostly happen to the poorly trained Tree Workers.
Tree Work is full of risks & uncertainties. Hardly any professional Tree Worker has escaped an ordeal of one kind or another some time in their Tree Climbing career. The Station Manger broke his own wrist during Tree Work in 2005, despite all safety measures were taken. Tree Work should be handled by the genuine professionals, never amateurs. "Office Arborists" simply cannot supervise Tree Work, if they have no tree climbing experience themselves.
Looking forward to seeing more CTW to be trained, & less Tree Accidents to occur in our territory of HK, Macau, Taiwan & China in time to come.

三年兩墮鋸樹工爆頭亡
沙田發生奪命工業意外。曾在工作時跌碎腳踝而變長短腳的地政總署外判鋸樹工 人,昨午於沙田嶺路鋸樹時禍不單行,意外從約四十呎高的大樹墮下,頭部着地浴血重創,經搶救後不治。據悉,他事發時有繫安全帶, 警方及勞工處正調查意外原 因。死者經歷兩次婚姻,與現任新移民妻子及兩歲稚女組織家庭,生活拮据。
死者梁國橋(四十六歲),籍貫廣州,與前妻育兩兒子(廿一及廿二歲),夫婦早年離婚,梁獨力撫養兩子,兩子分別任職泰國菜廚工 及快餐 店,居於深水埗。○五年梁由內地親友介紹認識現任姓張(卅三歲)妻子,○八年拉埋天窗,妻兩年前來港及生下一女,一家三口以三千 元租住觀塘宜安街廿多呎劏 房單位,生活拮据,正輪候「上樓」。
魂斷40呎 遺孀哭斷腸
昨午二時許,梁偕兩名工友於沙田嶺路工作,兩名工友於地面看守,梁則繫上安全帶,爬梯在樹上修剪樹木,並以麻繩固定樹幹。期 間,梁突失平衡從約四十呎高的樹上墮下,安全帶卻未有發揮效用,他頭部重創昏迷,倒臥血泊中,工友大驚報警。救護員接報到場為梁 急救及送院,惜搶救後終告 不治,家人抵院驚聞噩耗,悲慟嚎哭。

現場遺有一把電鋸及一條麻繩,警方及勞工處派員調查。十多名家屬及工友昨傍晚返回現場路祭,工業傷亡權益會亦有派員到場協助。 期間,梁妻一度激動跪地嚎哭稱:「你點解一句都無交低就去咗!」聞者心酸。
死者胞弟稱,梁曾任保安員及維修工人,三年前加入現職的建築公司,負責鋸樹工作,屬地政總署外判工。他慨嘆兄長禍不單行,前年 亦曾從五米高樹上墮下,雙腳腳踝碎裂,休養半年後雖可重新投入工作,但因變成長短腳而行動不便。
工業傷亡權益會指去年本港共發生九宗因高處墮下的奪命工業意外,提醒工人若在兩米高以上的地方工作,僱主必須提供合乎規格的工 作台或合適的棚架,亦須佩戴安全帶,否則工友可拒接受工作,亦可向勞工處及該會投訴。
地政總署發言人表示,承辦商已向家屬提供協助。

ISA HK/China --- Mediation 调解服务

相信很多分会员都可能只有听过, 而不完全了解 "调解" 服务是什么.
在1980代的时候, 美国的哈佛大学的一批法律学者, 有监于当时的庞大数量的民事案件在判案后, 许多未能完满执行, 又见到堆积如山的民事诉讼或许可以采取简易程序来解决, 一方面希望可以延续诉讼双方的日后关系, 又可以省免庞大的诉讼费用, 而最终令到法院的工作减轻, 使真正需要裁判审理的刑事案件能够迅速进行. 到现在, 在不完全的统计下, 85+%的民事案件在北美洲都成功的通过调解服务来解决, 为双方当事人节省了大量的时间和金钱.
"调解"与我们通常知道的 "诉讼" (打官司) 和 "仲裁" 非常不同. "诉讼" 与 "仲裁" 的最后结果都是由审判官来决定的, 例如法官和仲裁员, 控辩双方可以聘用律师或专业人员来作出举证, 而在 "诉讼" 的过程当中, 所有的人和证据都要公开, 不管其内容有否为当事人带来不便, 最后的裁决也是由审判人员强加於诉讼双方, 任何一方不服, 可以再往上申诉, 直到终审为止. "仲裁" 与 "诉讼" 的最大分别是其过程不需要公开和 "仲裁员" 往往是行内人事, 但诉讼双方并不能在结果当中有 "话事权".
"调解" 是截然不同. 在 "调解" 的过程当中, 只有双方本人或代表 (可以是律师或专业人员) 和调解员参于, 调解会议是保密的, 不会作为呈堂证供, 在整个谈判过程当中, 任何一方都没有举证责任, 调解员需要完全保持中立, 在小心聆听双方的诉求之后, 订出议程, 在保持双方日后关系和隐藏利益交换之后, 促使双方达成各自都满意的协议, 共同执行. 由於协议是双方心甘情愿达成的, 日后返口不服的情况比较少发生, 而双方达成的协议也有法律效力, 法院有权颁布执行.
由於参于的人数少, 时间地点可以自订, 没有必要聘用律师或专业人员出席, 调解员的收费从每小时几百元到几千元左右, 而大部份的调解都在几个小时内完成, "调解" 服务可说是又快又省钱. 目前在香港, 所有的民事案件在排期上庭之前, 法院都会要求双方先进行调解, 在不成功之后才排期聆讯. 国内更在2010年8月28日通过了 "人民调解法" 去处理民间纠纷.

Dear Station Members,
In the 2009 Civil Justice Reforms of HK, one of the major requirements is to advise all parties to consider the "Alternative Dispute Resolution" (ADR) procedures as a means of settling their disputes in Civil Cases, rather than heading straight to litigation in Court which will be lengthy & expensive.
ADR is a process whereby the parties agree to appoint a third parry to assist them to resolve dispute. A common mode of ADR is "Mediation".
Mediation is a process in which a third party professionally trained with specific communication skills, presides over the negotiation to offer an objective guidance in resolving disputes & to reach a mutually agreed settlement. Mediation is not fault finding or trying to be adjudicative. The Mediator would ignore legal procedures especially in admitting evidence, but to find practical & feasible ways to help both sides to find a solution based on their common interests & maintaining future relationship. In a way, Mediation goes more or less in the opposite direction of the formal legal processes.
The two major pillars of Mediation are "Confidentiality" & "Voluntary Participation". Any information involved in Mediation is not required to be disclosed in Court. The negotiation terms are to be controlled & maintained throughout by the parties, with the Mediator trying to facilitate the process. Mediation is therefore fundamentally different from the rigid Court procedures where all details are required to be disclosed in public.
All Civil Cases in HK today are required by Court to first enter into Mediation, before coming to Court. If the Court has found any party uncooperative in the Mediation process, a punitive measure of demanding Court Fees can be levied upon this party even if this party has won the case. This can be a costly penalty.
The Station Manager (SM) is currently the only Certified Mediator cum Arborist in the territory of HK, Macau, Taiwan & China. He first came across Mediation during his training in North America for the Registered Consulting Arborist (www.asca-consultants.org), & he subsequently went to two Mediation Institutes to further his studies in this area. Mastering Mediation skills has helped him a great deal in running ISA HK/China & in his business. Most Mediation education in HK is done in the local Cantonese dialect to serve the population. It is rare in HK that Mediator is trained in the English language to meet the local culture.
In the Chinese part of this message, some Cantonese websites are given for additional information in Mediation. In China, a "People's Mediation Law" was enacted on 28.8.2010 to provide ADR to civil disputes. It is also free of charge in China. In HK, it is usually charged from several hundred HKD to several thousand per hour for the service. The costs also vary from institute to institute.
The SM has personally found the knowledge of Mediation very helpful in avoiding & resolving disputes. It appears that many potential conflicts can be "mediated" before entering deadlock. This is particularly true for incidents involving maintenance of relationship. Mediation skills appear to achieve better harmony in our society.
Attached are some literature on studying to become a Certified Mediator. It is not as easy as it seems. The SM has always found a good Mediator a special breed, like the Tree Climber.

在2011年的圣旦期间, 趁香港放假几天, 本分会长跑去了华东的上海、杭州、苏州和无锡等地, 既是探望老朋友, 也借机会看看华东的城市发展, 尤其是种树状况.
华东这个地方素来都是出品才子佳人, 中国历代科举制度所产生的三百多位的状元当中, 三分之一都来自华东. 分会长眼中的华东人是精明能干, 办事认真. 从观察到的城市发展, 长三角地区的建设毫不逊色於珠三角, 在某些地区可能已超越了香港和珠三角. 树木种植方面, 在新开发区和旅游重点, 例如苏州的新加坡工业园和上海外滩, 某部份的设计和用材都已经达到国际次水平, 但在管理方面, 尤其是在修剪和支撑, 却与国际水平分道而行, 这里有点可惜.
在观察到的树木问题上, 普遍性的有 (附上图片里有打红圈的):
死头枯枝, 严重倾斜, 过小树洞, 交叉枝, 树溃殇, 乱补树洞, 过密种植, 劣质回填土, 使用去顶树, 机械性伤口, 树包皮, 不正当灌溉方法, 树体长真菌, 不正当使用吊针, 不正当支撑, 特大树洞, 狮尾修剪, 不正当切法, 涂盖伤口...等等.
由於会讯并非学术研究报告, 要把上列缺陷逐一写出和解释, 本分会长是缺乏时间, 唯望日后有机会到国内给予讲座的时候, 再进行双方交流吧. 这里面涉及的科学理论非常广泛, 并非三言两语可以讲得清楚, 也关乎到整套城市树木设计和长远维养的理念和态度, 可谓是"江山易改" 吧. 树木的种植是一项百年大计, 树木的寿命一般都比人类长, 算是有了合理的设计但缺乏良好的管理, 最终也是徒劳无功. 如果园林树木日后变成城市里面的 "不定时炸弹", 从城市资产变成公家包袱, 这并非种树起初的原意吧.
目前华东的发展是一日千里, 良好的树木种植可以令其城市增值, 华东人也喜欢与国际交流, 相信 ISA 在华东有一定的发展潜力. ISA 是一个国际组织, 资源和能力都比其他 "国立" 和 "市立" 的绿化组织为强, 相信可以为祖国的绿化出一分力.
旦愿本分会能为我国的树木种植贡献力量, 令中华大地的城市树木更漂亮、更省钱.

Dear Station Members,
During the X'mas period of 2011, the Station Manager (SM) made a trip to Eastern China to see some old friends. The cities visited included Shanghai (23 million population), Hangzhou (7 million), Wuxi (7 million), Suzhou (6 million) & other small towns & cities. Whenever the SM goes, trees are always on the menu. The attached photos show some of the trees he visited, with the circles showing the identifiable structural & health weaknesses.
The apparent defects would include but not limited to:
dead stubs, heavy leaning, confined root space, dead branches, crossing branches, cankers, concrete filling in cavity, dense planting, poor soil quality, topping of nursery trees, mechanical wounds, included bark, incorrect irrigation method, fungal growth on tree body, incorrect drip irrigation, improper staking, huge trunk cavity, improper guying, lion tailing, improper pruning & wound painting.
As the SM would only spend a few minutes on each tree, the above defects were obvious enough to a trained eye. With trees like that, Those cities were planting Time Bombs everywhere, as the SM specifically asked to visit the populated areas with heavy human & road traffic. These cities have a long way to go to match the world for their tree planting indeed.
It is not all true that there is no good tree planting in the places so visited. The SM have noticed that some recent tree planting in public areas, especially in temples & prominent tourist spots, can be close to international requirements. The tree quality & the spacing there were seen to be correct. The only outstanding parts would be the rooting space, staking & mulching. Some photos of them are given in the attachment without circles. During the visits, the friends of the SM joked to him that the landscapers were either afraid of the Buddhas, or the senior govt officials to supply poor quality work in those places. It was said that if the Buddhas don't doom their blood lines for generations, the senior officials could make life miserable for them. So there is some hope indeed in China for quality tree planting. The SM has learned a lesson for it.
Station Mail is a newsletter & not a research publication on Tree Risk Assessment. Information here is given out of the observation of the SM without detailed examination. However, the facts are obvious enough to show that China would have a long way to go to match the world in modern tree care. This may give rise to opportunities to arborists who speak good Mandarin & possess the experience to work in China's cities. Constant focus on HK should divert into the vast territory of China. HK is only a dot on China's map. It is China which can offer boundless opportunities.
ISA HK/China will seek every opportunity to share our knowledge with China continuously . We shall also take ISA there, one tree & one arborist at a time to benefit all.

附上的报导, 介绍了 "香港 2011年度攀树锦标赛" 和 "ISA 的初级攀树技巧", 令国内的园林工作者有了新的启发.
在所有的园林学术知识当中, 只有 "树艺学" 一门需要接受攀树训练, 在西方国家的 "树艺师" 训练系统里, 攀树、溜缆和用锯 (指的是树上使用电油锯) 是必修科目, 因为不懂这三项基本工艺训练出来执业的树艺师, 在处理树木工作时, 可能会碰到以下的情况:
1. 不懂监督修树工作的进行, 因为连自己都不知道从何入手
2. 得不到施工人员的尊重, 被嘲为 "办公室树艺师"
3. 工序混乱, 费时失事, 缺乏施工效益, 也容易出事
很多西方国家都有自我认证攀树能力的标准, 其水平也是大同小异. ISA 的 "注册攀树师" 牌照是国际上认证树艺师攀树能力的一个测试标准, 也是 ISA 众多树艺牌照当中唯一可以使用当地语言作为考试的, 包括中文在内, 考的项目从50条选择题到半小时的树上攀爬, 是一项非常合适认证树上工作能力的国际标准, 在国内值得推广.
此外, 远东地区的 "康体攀树" 运动, 目前也发展得如火如荼; 在日本、台湾等地, 康体攀树每周都在进行, 政府和民间都非常支持.
希望 "工作攀树" 和 "康体攀树" 都能够在我国发展起来, 令城市里面的树木更安全, 参与的民众更健康.

Dear Station Members,
Attached are recent articles published in a China national newspaper about the 2011 HK Tree Climbing Championship & Tree Climbing the ISA Way. These articles were written up by the Station Manger in Mandarin, based on the events of the HKTCC & the Certified Tree Worker testing procedures. At least 20 million landscapers in China would have access to this publication on this "Party Newspaper". ISA HK/China has promoted tree climbing in China to refer to ISA alone. What goes in first there would usually stay for a long time.
Like everywhere else, a lot of tree work in China requires tree climbing. Machines cannot reach many mature trees especially for those grown in the older parts of the cities where access is limited. The Station Manger has seen many tree defects left untouched in public places in China cities, because the maintenance party simply did not know how to get to them. There are now more than 600 cities in China, & their trees are getting bigger day by day. The China authorities are aware of this, & we are proposing tree climbing as their solution. Feedback has been good so far.
ISA HK/China will next advocate the Certified Tree Worker (CTW) credential to qualify tree workers in China. The CTW is the only ISA credential that can be tested in local language which includes Chinese. ISA HK/China has given more than a dozen CTW exams in HK already, with most in Chinese & only a handful in English. CTW credential will serve well the vast number of landscapers conducting tree work in China everyday, as they do not have an equivalent at present. In China, the level of recognition would go from international --> regional --> national --> provincial --> municipal. The CTW credential is international. To our brothers & sister, it is their best.
May China produce the first lot of tree climbers to join the world soonest, & may they appear in the Asia Pacific Tree Climbing Competition as well. ISA HK/China will definitely help them out on that.

ISA HK/China --- Annual Dinner 2011(2011 周年晚宴)

本分会的2011年周年晚宴已成功的在12月17日晚上举行, 本来予定的16桌 (每桌12人) 的门票, 几天之内卖光后又被热心会员们苦心追加, 也有说收不到通知而临时报到的, 加起来一共筵开18桌, 有些桌坐下13-14人, 结果无人介意, 乐也融融.
附会人仕从专家教授、中产精英到施工人员都有, 完全没有论资排辈, 没有谈官论贾, 人人平等开心的放松自我, 畅所欲言, 渡过一个温馨愉快的晚上.
附上的照片可以看到正副分会长们向嘉宾祝酒, 会员们兴高采烈的吃喝玩乐, 颁奖和抽奖的进行, 可以看到人们脸上的真挚笑容, 无拘但有礼的玩乐, 正确反映了会员们放松的另一面.
本分会是属於老百姓的学术机构, 它由人民组成, 也为人民服务, 没有官威霸气, 没有台阶架子, 这点由分会长们带头做起, 也是为何本分会不断拓大的原因. 本分会不收会费, 宽大包容的欢迎任何背景的人加入, 讨论的议题只有树木一个, 尊重科研标准, 遵从诚信专业, 令本分会不断壮大茁长.
今天在香港举办的年会, 希望日后能在国内举行. 本分会是负责整个中国地区的, 香港只不过是其中一个点. 目前 ISA 在香港的发展已经非常成熟, 是时候把资源投放到国内去了, 而本分会未来的主要任务也会尊注於此, 为祖国的绿化发展出一分力.
但愿有一天本分会的周年晚宴能在国内举行, 届时必然大事报导!

Dear Station Members,
On Dec 17, 2011, ISA HK/China held our second Annual Dinner to bring together our Station Members & public for an informal gathering. This is a time where Station Members & supporters would come to share our views, exchange market information & formulate future policies.
We originally booked the largest room available in a Shatin restaurant at a cost bearable to us to house only 16 tables. Things did not work out as planned which can be common in some of our activities. A total of 18 tables were served at the end, with some tables having 13-14 person occupying, instead of the normal 12. Tickets were sold out within a week after the announcement, but we could not push away those who are our keen supporters, who came in with one reason or another not to book in time. ISA HK/China belongs to our supporters, & we are here serve them.
From the background of the attendees of the Annual Dinner, there were professors, landscapers, designers, businessmen, tree climbers, students & many other trades. All came to support ISA HK/China out of passion, without regard to formality or social ranking. Cheers & laughter were heard loud throughout the event. All genuinely enjoyed themselves in an atmosphere of relaxation. All were good hearts without pretence. It was a good group indeed.
Annual Dinner costs ISA HK/China money to run. We subsidized HK$200 per head during the 2010 dinner, & HK$100 per head in 2011. We paid the money out of the meager income of exam subsidies from ISA HQ. With now some of our money diverting to traveling to China, future Annual Dinners may need to be charged at cost. As from the response we have been getting, Station Members do not mind to pay, & would take it as a good opportunity to network in an oriental way.
Looking forward to seeing more of our Station Members coming to our Annual Dinner in the coming years. Also looking forward to doing the same in China some day.
