在2011年的圣旦期间, 趁香港放假几天, 本分会长跑去了华东的上海、杭州、苏州和无锡等地, 既是探望老朋友, 也借机会看看华东的城市发展, 尤其是种树状况.

华东这个地方素来都是出品才子佳人, 中国历代科举制度所产生的三百多位的状元当中, 三分之一都来自华东. 分会长眼中的华东人是精明能干, 办事认真. 从观察到的城市发展, 长三角地区的建设毫不逊色於珠三角, 在某些地区可能已超越了香港和珠三角. 树木种植方面, 在新开发区和旅游重点, 例如苏州的新加坡工业园和上海外滩, 某部份的设计和用材都已经达到国际次水平, 但在管理方面, 尤其是在修剪和支撑, 却与国际水平分道而行, 这里有点可惜.

在观察到的树木问题上, 普遍性的有 (附上图片里有打红圈的):

死头枯枝, 严重倾斜, 过小树洞, 交叉枝, 树溃殇, 乱补树洞, 过密种植, 劣质回填土, 使用去顶树, 机械性伤口, 树包皮, 不正当灌溉方法, 树体长真菌, 不正当使用吊针, 不正当支撑, 特大树洞, 狮尾修剪, 不正当切法, 涂盖伤口...等等.

由於会讯并非学术研究报告, 要把上列缺陷逐一写出和解释, 本分会长是缺乏时间, 唯望日后有机会到国内给予讲座的时候, 再进行双方交流吧. 这里面涉及的科学理论非常广泛, 并非三言两语可以讲得清楚, 也关乎到整套城市树木设计和长远维养的理念和态度, 可谓是"江山易改" 吧. 树木的种植是一项百年大计, 树木的寿命一般都比人类长, 算是有了合理的设计但缺乏良好的管理, 最终也是徒劳无功. 如果园林树木日后变成城市里面的 "不定时炸弹", 从城市资产变成公家包袱, 这并非种树起初的原意吧.

目前华东的发展是一日千里, 良好的树木种植可以令其城市增值, 华东人也喜欢与国际交流, 相信 ISA 在华东有一定的发展潜力. ISA 是一个国际组织, 资源和能力都比其他 "国立" 和 "市立" 的绿化组织为强, 相信可以为祖国的绿化出一分力.

旦愿本分会能为我国的树木种植贡献力量, 令中华大地的城市树木更漂亮、更省钱.

Dear Station Members,

During the X'mas period of 2011, the Station Manager (SM) made a trip to Eastern China to see some old friends. The cities visited included Shanghai (23 million population), Hangzhou (7 million), Wuxi (7 million), Suzhou (6 million) & other small towns & cities. Whenever the SM goes, trees are always on the menu. The attached photos show some of the trees he visited, with the circles showing the identifiable structural & health weaknesses.

The apparent defects would include but not limited to:

dead stubs, heavy leaning, confined root space, dead branches, crossing branches, cankers, concrete filling in cavity, dense planting, poor soil quality, topping of nursery trees, mechanical wounds, included bark, incorrect irrigation method, fungal growth on tree body, incorrect drip irrigation, improper staking, huge trunk cavity, improper guying, lion tailing, improper pruning & wound painting.

As the SM would only spend a few minutes on each tree, the above defects were obvious enough to a trained eye. With trees like that, Those cities were planting Time Bombs everywhere, as the SM specifically asked to visit the populated areas with heavy human & road traffic. These cities have a long way to go to match the world for their tree planting indeed.

It is not all true that there is no good tree planting in the places so visited. The SM have noticed that some recent tree planting in public areas, especially in temples & prominent tourist spots, can be close to international requirements. The tree quality & the spacing there were seen to be correct. The only outstanding parts would be the rooting space, staking & mulching. Some photos of them are given in the attachment without circles. During the visits, the friends of the SM joked to him that the landscapers were either afraid of the Buddhas, or the senior govt officials to supply poor quality work in those places. It was said that if the Buddhas don't doom their blood lines for generations, the senior officials could make life miserable for them. So there is some hope indeed in China for quality tree planting. The SM has learned a lesson for it.

Station Mail is a newsletter & not a research publication on Tree Risk Assessment. Information here is given out of the observation of the SM without detailed examination. However, the facts are obvious enough to show that China would have a long way to go to match the world in modern tree care. This may give rise to opportunities to arborists who speak good Mandarin & possess the experience to work in China's cities. Constant focus on HK should divert into the vast territory of China. HK is only a dot on China's map. It is China which can offer boundless opportunities.

ISA HK/China will seek every opportunity to share our knowledge with China continuously . We shall also take ISA there, one tree & one arborist at a time to benefit all.

树艺知识的发展从 ISA 的1924年开始到现在, 已经走过了88个年头, 当中创造了大量的树艺人才为社会服务, 包括了从1994开始的 '注册树艺师' 牌照制度. 这当中的小部份专业人员, 又自我组织了几个 "顾问树艺师学会", 成为行业当中的最高荣誉.

"顾问树艺师" 的主要服务, 是提供最高层次的树艺知识监证, 和详尽资询给基层树艺工作者和公众, 有点像专科医生提供顾问服务给普通科医生一样. "顾问树艺师" 很多都是由基层做起, 通过 "边做边学边考试" 的方式不停的往上爬, 经过多年努力以后, 才能进入这个树艺行业的最高境界.

通常挂上 "顾问树艺师" 名衔来执业的人, 都会加入某个 "顾问树艺师学会" 来厘定自己的身份. 国际上比较有名的 "顾问树艺师学会" 目前有三个, 它们是:

1. 美洲顾问树艺师学会 (www.asca-consultants.org) --- 在1960代成立, 是目前 "顾问树艺师学会" 当中最大和历史最悠久的, 分两级会员制合共600多人, 最高牌照是 "Registered Consulting Arborist (RCA)" . 目前尚在世的 RCA 大概只有200人, 当中只有本分会长欧永森一人是华人和亚洲人. 这学会接受任何人仕加入.

2. 英国顾问树艺师学会 (www.consultingarboristsociety.com) --- 在2003年从英国的另外一个树艺组织叫做 AMIUG 哪里产生过来, 主力为英伦三岛的树艺行业服务, 没有听过招收远东人仕加入, 挂靠于 ISA UK & I 分会底下, 最高牌照是 "Professional Member 专业会员".

3. 澳洲顾问树艺师学会 (www.iaca.org.au) --- 在2003年由澳洲的一批专业树艺从业员成立, 会员人数不达100人, 最高牌照是 "Accredited Member 认证会员", 招收海外会员, 本分会长欧永森是其 "认证会员", 和目前唯一的海外会员. 它的牌照在英联邦国家里普遍获得承认.

以上三个学会都只用英语作通信, 当中又以 RCA 必须前往美洲大陆接受指定受训和考试, 这对亚洲人来说是有一定困难.

以我国的现状看来, 国内目前连最基本的 "注册树艺师" 牌照都没有, "顾问树艺师" 的出现可能会是 "注册树艺师" 出现后10年以上的事. 以目前国内树木数量比人口还要多的情况看来, 树艺行业是一种基本社会建设, 而短时间内 "顾问树艺师" 的供应还可能要靠 "进口", 这可能是一个现实吧 .

但愿国内能尽快建立起符合国情的树艺行业和制度, 为此本分会将会提供一切协助.

Dear Station Members,

Consulting Arboriculture, a special branch of arboricultural practice, is sometimes regarded as the pinnacle of the profession, with their practitioners having years of working experience in the field, & possessing advanced knowledge to give consultation to their clients, be it in assessment, supervision, evaluation, protection, or even legal advice. Consulting Arborists are usually regarded as the Creme de la Creme of the industry. Like tree climbers, they are a special breed, & hold themselves to a very high standard of practice & moral standards in the profession.

A lot of the Consulting Arborists began their career in the fundamental parts of the industry to work the basics. Some started off as tree climbers. Through their time in the profession, they learn & progress themselves with collection of credentials to advance their capabilities. Academic qualifications alone are usually not the only criteria to become a Consulting Arborist. What are treasured more are the working experience & practical knowledge to resolve confronted issues. The end product of consultation is usually in the form of a written report, & sometimes verbal presentation. Communication skill is therefore a strong ability of the Consulting Arborists throughout the world.

To be called a Consulting Arborist in the industry, this practitioner would usually attach himself/herself to a professional body for public recognition. There are three well known Consulting Arborist Societies in the world. They are:

1. The American Society of Consulting Arborists (ASCA, www.asca-consultants.org) --- This is probably the oldest & the biggest Consulting Arborist Society in the world set up in the 1960's with around 600 members currently. Most members are ISA Certified Arborists, & they have strong connection to ISA Chapters in their education programs & activities. The highest membership class there is the Registered Consulting Arborist (RCA) , where only around 200 of them are still living. ASCA accepts overseas membership & there are our Station Members in it.

2. The Consulting Arborist Society of the UK (CAS, http://www.consultingarboristsociety.com/) --- This is a British institute serving primarily the British Isles under their laws & regulations. The CAS evolved from the AMIUG of 1995 & is affiliated to the ISA UK & I Chapter. The Professional Member class of membership is the highest, & the requirements demand mainly British qualifications & working experience. ISA HK/China is not aware of any of our Station Members joining the CAS so far.

3. The Australian Institute of Consulting Arboriculturists (IACA, http://www.iaca.org.au/) --- This was set up in 2003 by a group of Australian experts to advance the consultation profession in their country. The IACA primarily serves Australian interests but is willing to recruit overseas membership to share their knowledge & experience. Australian trees are planted widely in HK & Southern China. HK is also the only place in China to use English as an official language. Civil Servants of HK frequently go to Australia for various types of training. The connection is apparently there. The highest class of membership in IACA is the Accredited Member (ACM) which requires a high level of knowledge & expertise to qualify entry. It is known to us that several Station Members have begun enquiries to join the IACA already .

For our Station Members in HK who want to join any of the above societies, please kindly go online to enquire. ISA HK/China has no preference on any of them, & would regard every one is just as good & professional. Please do note the requirements in attaining the highest status in each, like going to North America to attend an Academy for the RCA in ASCA. The British CAS also demands a string of British qualification & experience. The ACM of the IACA appears to be more "user-friendly" to our HK candidates, although strict requirements would need to be met in qualification & experience.

For your information, the Station Manager Sammy Au has just become an ACM of the IACA recently. He is their first overseas ACM & is currently the only Chinese. For those who wish to join the IACA or ASCA, it may help to mention ISA HK/China for their statistics. ISA HK/China works in good term with the IACA & the ASCA.

It is only a matter of time that Consulting Arboriculture will grow in our territory. Personal advancement will push it. It is also not in conflict with the ISA Mission.

Looking forward to more Consulting Arborists emerging in our territory of HK, Macau, Taiwan & China over time. This will upgrade the industry in all.

"今日ISA " 是 ISA 在全球发行给所有会员和公众人仕的定期刊物, 内容环绕著最新的树艺发展动态和科技知识, 以英语登出.

本分会有幸的被选中刊出我们在浙江金华的苗交会报导, 令全世界都知道 ISA 树艺知识, 已经初步与国内同行接触.

本分会目前能同时掌握基本树艺知识, 和能操流利普通话讲课的持牌树艺师可能不达五人, 这是本分会最大的弱点. 五人当中, 有攀树用锯树上溜缆经验和能力的树艺师暨攀树师, 又只有两人, 真的是少得可怜; 面对目前国内的庞大市场, 完全不成比例. 树艺师是 "树木医生", 如果不能攀树用锯, 就好像医生不懂临床做手术一样, 其公信力大减. 写报告方面需要累积多年的工作经验, 保持接触最新研究, 文笔流畅, 触觉敏锐, 方能写出好的报告; 一般需要五年以上的持牌功力和保持在市场上工作方可.

ISA 目前最逼切的就是要赶快培养出国内的第一代能攀树用锯写报告的树艺师教练, 然后再由他们把知识推广出去, 这些教练们又以年青大学毕业懂少许英语的为好, 学科不限, 活泼为主; 本分会长以前是工程专科毕业, 后来也成为全亚洲树艺牌照最高的树艺师, 所谓 "根正苗红" 这种古老思想, 可能应用不上在树艺行业吧.

希望树艺行业能够在国内发展起来, 让国内的树木种植更壮观、更安全、和更省钱.

Dear Station Members,

Please kindly find the ISA Today's report on our seminar in China recently.

China has by now taken up great interest in developing modern arboriculture. ISA HK/China has convinced them that working with ISA is the right direction. On the other hand, there are very few arborists in HK who speak enough Mandarin to conduct quality training in China. There are even fewer of such arborists who possess adequate experience in climbing, rigging & report writing to meet China challenges. In China, they want to see results, & not credentials or academic qualifications. Starting ISA there with conferences & seminars like in the west may not work, simply because of the translation difficulties. Academics there also do not influence government policies as much as the hands-on people. It is indeed a different world up there.

China is a huge market that awaits exploration. ISA HK/China wants China to start up well. It is important for us to send up the right personnel to let the Chinese feel that we are genuinely helping them, & not pushing training & credentials to ask them align with the world. China is traditionally afraid of foreign intervention, even for their trees. Asserting too hard will invite resistance. Maintaining good relationship & perfect harmony would be the key.

ISA HK/China have the expertise, the experience & the knowledge to travel China. We speak the language, understand the culture, & can disappear into the crowd without public attention. We are one of them, & our fore fathers came from there.

ISA HK/China will become the bridge to link the ISA world with China. As for this, all our friends are welcomed to come work along with us. Patience would be a virtue.

ISA� Best Management Practices Inspire Chinese Landscape Professionals

Sammy Au, station manager for ISA Hong Kong (HK)/China, was invited to speak at the October 2011 National Conference of Nursery Products in Jinhua City, Zhejiang Province (Central China). This is a large conference that attracts hundreds of thousands of visitors from nearly every region in China.

Sammy presented a three-hour session on Tree Planting and Tree Pruning to ISA Best Management Practices. Proper tree care practices were completely new to his audience and ISA had been virtually unheard of in Central China before this presentation. Sammy explained tree planting and pruning techniques in simple terms in Mandarin Chinese using photo illustrations. He reported that the attendees were largely enthusiastic about the information they learned, and it whet their appetite for more. Audience members stayed long after the presentation to ask follow-up questions until security staff finally began turning off lights to usher them out. Sammy found their interest and desire for more knowledge to be very rewarding.

By introducing ISA and proper tree care practices at the conference, ISA HK/China station gained dozens of tree care professionals as new members. The new members, many of whom are researchers and senior landscape engineers, were encouraged to spread the word about ISA and Best Management Practices throughout China.

Sammy summed it up: Now ISA HK/China awaits more opportunities to promote ISA arboriculture into China. This is a social need for Chinese cities. Trees can be time bombs if not looked after well. ISA will improve the quality of living for our brothers and sisters with our tremendous research and educational abilities. It will be good for all in the end.

国际树木学会　中国地区分会的会长欧永森先生 (以下简称 S Au) 于本年十月被邀出席浙江省金华市的 ”2011中国苗木交易会” 作出演讲。这个盛会集中了全国各地的同业翘楚。

S Au 在研讨论坛上发表了长达三小时的”园林苗木栽培与管理如何与国际接轨” 的议题。对台下听众来说，国际树木护理知识是一个崭新的议题，他们亦未听闻过国际树木学会这个组织。 S Au 以普通话用简单的词语向他们讲解国际树木学会的园林苗木栽培的技巧，并辅以图片解释。　这次演讲题材引发出席者极大兴趣，更激起他们渴求得到更多知识的欲望。　当演讲完毕后，台下听众仍不断追问直至保安需用关灯来提醒他们离场。　他们对国际树木学会的树艺知识的热诚及追求, 使S Au感觉得到很大回报。

透过这次介绍国际树木学会和学会的科学化树木护理实践知识，国际树木学会　中国地区分会获得数十个园林工作专才加入会籍。　他们将协助本分会向中国各地推介国际树木学会及其最佳树木管理实践知识。

S Au 总结谓，国际树木学会　中国地区分会正在等候有更多机会向中国推广国际树木学会的树艺知识。中国各地城市对此都应该存在一个社会需求。在城市里，树木如得不到正确的护理, 可变成一个不定时炸弹。　国际树木学会的庞大科研和教育力量, 应能改善我们兄弟姐妹同胞的生活质素,　最终会达致双赢。

ISA HK/China --- 2011 China National Conference of Nurssery Products 2011 中国苗交会

Dear Station Members,

It is the pleasure of ISA HK/China to be invited to speak at the 2011 National Conference of Nursery Products in Jinhua City, Zhejiang Province in October 2011. It was also the first time that ISA was heard in Central China.

This conference has gathered all the biggest nurseries & landscapers from all around China. It was well advertised & well attended by hundreds of thousands of visitors. From the business cards so collected by the Station Manager (SM), nearly every region of China was represented there. It has been a very successful event.

The SM has delivered a 3 hour talk in “Tree Planting & Tree Pruning to ISA Best Management Practices”. It was very well received. In fact, the audience was so zealous that even at 5 pm when the lecture room was to be shut down by the security staff, the audience were still crowding around the SM for questions & photos. It was not until the securities turned off some of the lights that the audience would let go. It can be called a complete success.

Tree Planting in China right now is following the outdated practices of the third world with topped trees, miniaturized tree pit & dense packing. ISA knowledge fell upon them like something from outer space, yet the knowledge itself is nothing difficult. When the SM explained the facts to the audience with simple terms & photo depiction (in Mandarin off course), hardly any attendee would raise the hand to object. ISA knowledge is not ocean deep. It’s just that they have not heard it before. Now the Chinese audiences want more.

Dozens of Station Membership has been collected in this visit, & the SM has encouraged the new entries to spread the word for us. Comparing to HK, nearly every new Station Member from China is at least a degree holder. Many are researchers & Senior Landscape Engineers. These new members will make an impact for us in China in future.

ISA will no doubt spread into China. This is a social need for the China cities. Trees can be Time Bombs if not looked after well. Mother Nature always makes the Rules.

Now ISA HK/China awaits for more opportunities to promote ISA Arboriculture into China. This will be good to the Chinese societies & all the citizens there with better & safer trees. ISA will improve the quality of living for our brothers & sisters, with our tremendous research & education abilities. It will be good for all at the end.

Dear Mr. Sammy AU,

Thank you for your email of 14 September 2011 addressed to the Chief Secretary for Administration's Office concerning tree work safety, and your further email of 21 September 2011 on the same subject.

The Labour Department is highly concerned about the work-at-height safety of workers. Under the Occupational Safety and Health Ordinance (Cap. 509), contractors or employers (including those undertaking tree work) shall provide and maintain a safe system of work to ensure the safety and health at work of their employees. Where any work at height is involved, the contractor or employer shall, among others, conduct a pre-work risk assessment by a competent person to identify and evaluate risks involved and determine the most suitable, and safe, work method for the job. A
specific method statement for the work should be prepared and properly documented.

In determining the work method, the following hierarchy of control measures should be adopted -

Work on or from ground and avoid working at height wherever possible.

Where work cannot be safely done on or from ground, use elevating work platforms or suitable scaffolds as safe means of access and support for the work.

Where use of elevating work platforms or scaffolds is not practicable, use of rope access or other work positioning techniques may be considered.

We are truly grateful for the help of the Chief Secretary Office for their interest & re-direction of our enquiry to the Labour Dept. On the same hand, the Labour Dept has given a clear indication for allowing Rope Access (i.e. tree climbing with ropes & harnesses), in the event that lifting platforms or scaffolds are impractical. This is an important milestone for the development of tree climbing in HK.

As for the "competent person" who would perform the "pre-work risk assessment", ISA HK/China has recommended our Certified Arborist, or even better, our Certified Tree Worker (www.isa-arbopr.com) to the Labour Dept & the Chief Secretary Office as the qualified personnel due to their training & testing. After all, would an ordinary Safety Officer of construction background be willing to bear the risk for conducting such assessment, while he has no experience in using ropes & harnesses to carry out tree work aloft? This is a matter of experience & knowledge, & the right personnel is required for the job.

ISA HK/China has been supplying good information on Tree Care & Tree Management to the Chief Secretary Office & the Chief Executive Office for some years by now. We are always grateful for their help in our development. This event is yet another example that both Offices are working for the good of all of HK, not just for a profession or for a Dept. Our Station Members should support both Offices in their work as ISA HK/China does all the time.

We wish to thank again the HKSAR Govt for this excellent guidance & clarification on our daily Tree Work. ISA HK/China now looks forward to producing more qualified Tree Workers to serve our territory all the time.

继本分会在2011年9月14日的会员通讯里, 质疑树木工作只能采用梯架和升降工作台, 而不能使用绳索和攀树腰带的说法, 本分会将事件提升到香港特区政府政务司办公室里作出反映。经过他们的热心协助, 本分会在9月24日得到香港政府劳工署的回复, 现将原文节录如下:

“ 欧先生:

多谢你2011年9月14日给政务司司长的电邮, 关乎于树木工作的安全问题, 和9月21日再传达给我们有关同一题目的电邮。

劳工处对工人高空工作的安全问题至为关注。根据香港法例第509章的职业安全及健康条例, 承办商或雇主(包括树木工作行业) 需要提供及维持一个安全的工作系统, 以确保其雇员的工作安全和健康。任何涉及高空工作, 承办商或雇主除了要注意其它事项外, 还需要委聘一名 “合资格人仕”, 来进行一项工作前期的风险评估, 去识别和估计可能涉及的风险, 然后制定有关合适而又安全的工作方法。同时具体的工作方法必须刊利用书面编制及记录在案。在确定工作方法时, 应采取以下控制措施层次:

>工作尽量在地面进行; 如有可能, 应避免高空作业。

>当工作不能在地面进行时, 应使用升降台或棚架作为一个安全工作落脚点及支撑点。

>当升降台或棚架不适用时, 可以考虑使用绳索及其它工作定位技术。

有关工作前期的风险评估 “合资格人仕”的人选问题, 本分会向劳工处及政务司司长办公室推荐 “注册树艺师”, 或是更加合适的 “注册攀树师”(www.isa-arborpr.com), 因为他们都受过训练和考核。毕竟是, 一个没有使用过绳索及攀树腰带, 来进行高空树木工作的建造业 “安全主任”, 会否愿意承担这份评估工作的风险? 这是一个工作经验及实质知识的问题。选择恰当的人选是必需的。

As more than 500 Certified Arborists (CA) have already been qualified sine 2005 in our territory & the number is growing in our territory of HK, Macau, Taiwan & China, it is important that our local CA have understood the Code of Ethics as given by ISA as below:

ISA CERTIFIED ARBORIST CODE OF ETHICS

The International Society of Arboriculture, Inc. (ISA) is a voluntary, non-profit, professional association. The ISA Certification Program certifies qualified practitioners in the field of arboriculture, who have met the professional knowledge standards established by the ISA Certification Board.

Regardless of any other professional affiliation, this ISA Certified Arborist Code of Ethics applies to those individuals seeking ISA Certified Arborist certification (candidates), and all individuals certified by the ISA as Certified Arborists (certificants). The Certified Arborist Code of Ethics establishes appropriate and enforceable professional conduct standards, and explains the minimal ethical behavior requirements for Certified Arborist certificants and candidates. The Certified Arborist Code of Ethics also serves as a professional resource for arborists, as well as for those served by Certified Arborist certificants and candidates, with respect to such standards and requirements.

I. Responsibilities to ISA, the profession and the public.

A. Certified Arborist compliance with all organizational rules, policies and legal requirements. Certificants and candidates must:

1. Comply with all applicable laws, regulations, policies and ethical standards governing professional practice of arboriculture.

2. Comply with all accepted professional standards related to arboriculture practice, including national practice standards and policies.

3. Provide accurate, complete, and truthful representations concerning all certification and recertification information.

4. Maintain the security of ISA examination information and materials, including the prevention of unauthorized disclosures of test information.

5. Cooperate with ISA concerning ethics matters and the collection of information related to an ethics matter.

6. Report to the ISA Certification Program, in a timely manner, their personal conduct that may violate any provision of the Certified Arborist Code of Ethics or the Certification Program Ethics Case Procedures.

7. Refrain from behavior or conduct that is clearly in violation of professional, ethical, or legal standards related to occupational services and/or activities.

II. Responsibilities to clients, employers, employees, and the public.

A. Certified Arborist responsibilities concerning the performance of professional services. Certificants and candidates must:

1. Deliver safe and competent services with objective and independent professional judgment in decision-making.

2. Recognize the limitations of their professional ability and provide services only when qualified. The certificant/candidate is responsible for determining the limits of his/her own professional abilities based on qualifications, education, knowledge, skills, practice experience, and other relevant considerations.

3. Make a reasonable effort to provide appropriate professional referrals when unable to provide competent professional assistance.

4. Maintain and respect the confidentiality of sensitive information obtained in the course of professional activities unless: the information is reasonably understood to pertain to unlawful activity; a court or governmental agency lawfully directs the release of the information; the client or the employer expressly authorizes the release of specific information; or, the failure to release such information would likely result in death or serious physical harm to employees and/or the public.

5. Properly use professional credentials, and provide truthful and accurate representations concerning education, experience, competency and the performance of services.

6. Provide truthful and accurate representations to the public in advertising, public statements, and other representations, and in the preparation of estimates concerning costs, services and expected results.

7. Recognize and respect the intellectual property rights of others and act in an accurate, complete, and truthful manner, including activities related to professional work and research.

B. Certified Arborist responsibilities concerning conflicts of interest and appearances of impropriety. Certificants and candidates must:

1. Disclose to clients or employers significant circumstances that could be construed as a potential or real conflict of interest or an appearance of impropriety.

2. Avoid conduct that could cause a conflict of interest with a client, employer, employee, or the public.

3. Assure that a conflict of interest does not compromise legitimate interests of a client, employer, employee, or the public and does not influence or interfere with professional judgments.

4. Refrain from offering or accepting significant payments, gifts or other forms of compensation or benefits in order to secure work or that are intended to influence professional judgment.

C. Certified Arborist responsibilities concerning public health and safety. Certificants and candidates must:

1. Follow appropriate health and safety procedures, in the course of performing professional activities, to protect clients, employers, employees, and the public from conditions where injury and/or other harm are reasonably foreseeable.

2. Inform appropriate government representatives or agencies when aware of an activity or circumstance that may cause an unsafe condition or violate legal requirements.

ISA HK/China has translated this Code of Ethics into Chinese in the Chinese version of this Station Mail below. It is also published in our English Blog (http://isahkchina.blogspot.com) & Chinese Blog (http://hi.baidu.com/%B9%FA%BC%CA%CA%F7%C4%BE%D1%A7%BB%E1/blog) to announce it publicly in our territory of HK, Macau, Taiwan & China. We want the public to become confident of the professional conduct that a CA will maintain in his/her professional practice. This is also giving further respect to our profession which is now developing rapidly in China.

Anyone who wishes to challenge the unprofessional conduct of a CA, can always report the case to cert@isa-arbor.com . ISA Cert Dept will conduct investigation & take appropriate measures, with penalty as far as certification revocation or even legal pursuit as the case may require. All reports to ISA will be treated in the upmost confidentiality.

We now look forward to the public confidence in the performance of our Certified Arborists, to make our profession trustworthy & respected in our territory.

自2005年起, 本分会已考核了超过了500位的 “注册树艺师” (CA) 在中国地区执业, 由於数量庞大, 当下 CA 应要明白由 ISA 总会所制定的 “专业守则”, 要求每位 CA 都要遵守：

ISA “注册树艺师专业守则”( 简称 “守则”) 适用于所有正在寻求ISA “注册树艺师”的人仕(候证者), 及所有已在ISA登记成为 “注册树艺师” 的人仕(持证者), 不论其已经归附其他专业机构与否，此 “守则”制订了适当和可强制执行的专业操守标准，并向持证者及候证者阐述了其道德行为的最低要求。基于所订标准及要求，本“守则” 也为树艺师和受惠于树艺行业服务的人仕, 提供了专业资询的资源 :

I. 对ISA、树艺行业和公众所需承担的责任:

A. “注册树艺师”要遵从由有关组织所制订的各类规条、政策和法律法规。

持证者及候证者必须：

1. 遵从所有相关法律、法规、政策和规管树艺专业的良好道德标准。

2. 遵守所有已在树艺行业沿用多年的专业标准, 包括各类国立标准和做法。

3. 以准确、完整、和真实的材料去申辨各类牌照注册和续照。

4. 维护ISA评核资料和题材之保密性，禁止非法泄露试题。

5. 给予ISA因道德事项, 和因此而作出搜集讯息之时, 保持充分合作。

6. 如发现有人的行为是违反了此 “守则”或其诉讼程序之时，会於适当时间内向ISA注册局作出报告。

7. 不进行任何违反专业操守、道德行为或相关法规律的行动, 去损害行业利益。

II. 对客户、雇主、雇员和公众承担责任:

A. “注册树艺师” 的专业服务精神; 持证者及候证者必须：

1. 提供安全、称职、客观和独立的专业判断, 给所有人作出考虑决定。

2. 确认自我的专业水平能力, 来提供称职服务。持证者及候证者必须基于自我资格、学养、知识、技能、实践经验和其它相关因素来评估其专业能力去提供服务。

3. 如发觉自我能力不足, 愿意作出努力去把职务转介予业界胜任者。

4. 把工作中的敏感资料保密, 除非:

i. 工作中明显的涉及违法行为; 或

ii. 执法机关下令取得有关信息; 或

iii. 客户或雇主清楚同意发放此等资料; 或

iv. 不公开此等资料将会危害人身安全。

5. 正确使用专业名衔; 对自我的相关学历、工作经验、专业能力和服务水平, 提供真实无误的表述。

6. 对任何宣传、公众声明、相关发表、报价或工作效益的阐述之时，要作出真实无误的表述, 不准包含欺骗成份。

7. 承认和尊重其他人的知识版权, 在自我的工作或研究当中, 以正当的态度去表现出合法合理的行为。

B. “注册树艺师” 在有利益冲突和不当行为之时的责任; 持证者及候证者必须：

Given below is a set of local news on Tree Climbing with ropes & harnesses for Tree Work.

Anyone who has conducted tree work would know the danger involved in working aloft to cut down heavy logs. Because there is no two trees in the world with the same branch architecture & strength, the tree worker has to use his skills & judgment above to carry out pruning or removal of tree part above-ground in a safe manner. Safety is always the number one concern. Tree part falling down can injure passer-by, or damage properties. There are many rules & regulations in western countries to govern how proper tree work is to be conducted to an acceptable working standard, e.g. ANSI z133.1 (2006), BS 3893, etc. In ISA, we tend to follow ANSI, as it is updated with the participation of the industry frequently.

If tree climbing with ropes & harnesses is to be replaced by working platform or ladder, would safety level be enhanced? As a seasoned Tree Worker himself who has conducted many tree work operations, the Station Manger (SM) would say "no". This is because the working platform would obstruct the lowering of the cut logs, especially if they are of the large size. Mobile platform installed on a truck will need parking space & a vast working area underneath it. This may not be always possible for roadside trees. Many a times, it is also impractical to erect bamboo platform to prune or cut roadside trees, because road closure is difficult in our urban area.

Working Platform, no matter in a fixed manner like the bamboo lattice, or in the mobile form mounted on a truck, cannot easily penetrate around the branch structures in the tree canopy like a tree climber on rope. If forcing it to enter, the risk of injury to the operator or collapse of the machine itself is high. That's the reason why tree workers are required to be trained with tree climbing around the world to do the work. Arborists are not always sitting in the office, especially the practicing ones.

Ladder has injured more tree workers than when using ropes & hardness. This is because ladder is a straight piece of equipment, & cannot trace the bending structure of a tree. Also, how long be a ladder would one need to reach the top of a 20 m tree? Is there such a ladder as tall & bending, & would the tree worker be able to climb on it so high safely? If not then, is this not against the "spirit" of the CAP 509 Safety Regulations of HK to use ladders?

The solution to working aloft safely should rest on training & adopting proper techniques. Ladder & working platform are not the only solution, & can be impractical. The ISA Certified Tree Worker (CTW) (www.isa-arbor.com) credential was designed to produce quality tree worker to work aloft with internationally recognized techniques & equipment. It was conceived for years to train up qualified tree workers, & to ascertain standards. However very sadly, Arborists in HK have found this credential unattractive, & there is hardly any Govt Contract requiring this basic tree work qualification recognized around the world. Where there is a constant outcry for better safety to work on trees, why can't anybody promote this international qualification to do proper tree work in HK?

ISA HK/China will strongly promote the CTW credential in China in future. Maybe it is only when our brothers & sisters up north have become CTW to do their tree work in a safe & proper way, that they can come down to HK to show the employers there, that using platforms & ladders alone is not the only solution to conduct proper tree work aloft.

请参阅本文后面的有关在修树工作中, 使用绳索和保护带爬树的附带消息。

任何做过修树工作的人, 都认识到在高空移除粗大枝条的危险性。因为在世界上没有二棵树是有相同的分干结构或支撑力, 所以修树工作者需运用他的技能及判断力把处于高空的支条安全地移除。此时, 安全是首要的任务, 因为坠落的支条可伤及途人或破坏财物。在西方国家, 已有很多规则和条例去规范修树工作, 以达至可接受的标准, 例如ANSI z133.1(2006), BS3893等等。

如果使用工作台或梯架来代替绳索和保护带来爬树, 会否提升安全性呢? 对于一个富于修树经验的人来说, 包括本分会长在内, 答案是〝不会〞的。因为工作台会妨碍被移除的支条下降, 特别是粗大的支条。装置在车上的活动工作台需要地方停泊车辆, 而在其下面需要一个广大的工作空间。这对于种植在马路旁的大树来说, 可能没有足够空间仃放了。很多时候, 使用棚架工作台去修剪马路旁的树更是没有可能, 因为我们繁忙的市区马路是不可能为此来封闭的。

无论是一个固定的或活动的工作平台, 都不能像一个使用绳索爬树的树木工作者, 能灵活地穿插在树上枝条架构之中。如果要将工作台强塞到枝条架构内, 那么树木工作者会受伤或工作台会倒塌。这就是为何世界各地都要训练树木工作者要使用绳索爬树的原因了。

转用梯架来代替攀树可能危险性更高。因为梯架是直的, 不能跟随分支来改变方向前进。哪攀爬一棵20米的树需要多长的梯架呢? 如真的如此长的梯架, 多少人会有足够够胆量去使用呢? 怎样去保证这个人不会掉下来了? 滑足又怎麽办? 怎样去救? 哪这有否违反了〝香港法例CAP509职安健条例〞的安全精神吗?

训练正确使用攀树技术是达致树上安全工作的唯一方法。国际树木学会的 “注册攀树师” (Certifed Tree Worker, www.isa-arbor.com) 资格, 是为训练优质的树木工作者而设, 令其懂得使用国际认可的技术和装备在树上工作。但可惜的是, 这资格甚少吸引香港的树艺师投考, 同时几乎没有政府的外判合同中要求这个基本的树木工作资历。当社会上经常要求树上安全工作之时, 为甚么没有人出来去认同这国际认可的资格呢? 香港的做法令人 “丈八金刚” 吧!

本分会将会在中国大陆极力推广“注册攀树师” 资格; 可能在不久将来, 我们的大陆同胞在取得这个资历之后, 会调过头来香港, 展示给哪里的树艺师同业们, 看看单靠工作台和梯架是否能执行正确树木工作呢?

勞處責康文署漠視人命

政府管理樹木不善一直被人詬病，有工會踢爆康樂及文化事務署未有提供鋸樹手套給員工，而遭勞工處警告。工會又質疑，署方不應叫員工用繩索爬樹，勞工處也說，檢查樹木應用合適的工作台或梯，要求康文署加強安全管理。

過去曾有康文署員工用繩索爬樹，工會關注有關安全情況。

工會透露，勞工處職業安全主任去年八月巡視完鯉魚門公園及度假村後向康文署發出警告信：「根據職業安全及健康條例第五○九章第六條，僱主均須在合理切實可行範圍內，確保工作中的僱員安全及健康，例如提供安全鋸樹手套及確保員工在工作中佩戴適當個人用具。」

該用工作台屢反映無理會

勞工處去年十二月再去信康文署，指巡視過鯉魚門公園及度假村、清水灣第二灣泳灘、摩理臣山游泳池、大埔運動場、九龍城體育館後，提醒康文署加強安全管理，特別是提供適當個人保護裝備，而在外判修剪樹木工作時，康文署亦要建立有效監察制度，確保外判商保障工人安全。

工會質疑署方不應叫員工用繩索爬樹，而應用工作台，工會多次向署方反映，但是，署方並無理會。

鋸樹電油屬危險品隨處放

工會續稱，用來鋸樹的電鋸，所用的電油屬危險品，但只是存放在康文署場地士多房，對前線員工來說十分危險。

康文署回應說，樹藝工作人員會視乎實際環境，採用適當的方法和設備護理樹木，如有需要會使用工作台進行高空工作，該署亦有提供專用手套供員工鋸樹時用。

康文署承認，電鋸用的電油屬第五類危險品，豁免量為二十升，即二十升以下不需要向消防處申請危險品倉儲存牌照。該署人員一般會將電油儲存在危險品倉庫，而電鋸內小量電油，因為其容量屬於豁免範圍，人員會按照場地實際情況儲存。

勞工處則稱，為確保樹藝工作人員不會在工作時從高處墮下，僱主及承辦商應作風險評估，訂定安全施工方法，包括使用合適工作台或梯。

立法會議員陳淑莊說，不時收到康文署員工訴說裝備不足，她認為該署要多加留意，「不要攞人命較飛」，她亦不鼓勵該署員工隨便用繩索爬樹。

Dear Station Members,

It is not the first time that ISA HK/China has issued Station Mail on the concern of poor English standard in HK, & yet HK is supposed to have the best English education with her colonial past & being an international city in the Far East.

Poor English would inadvertently affect the quality of our Arborist Reports, tarnish the publication of our research if any, & mock our communication with other Arborists around the world. Arborists in our territory are sometimes regarded as insufficient in their writing skills, & bad English would appear as a major culprit.

In HK today, a lot of Tree Reports would follow the pattern of Consulting Arboriculture (http://www.asca-consultants.org/), as the Arborist has to justify why trees are to be retained, transplanted, felled & replaced. A lot of such reports are currently written in the requirement of Tree Survey with simple definition in good, fair & poor to a tree, without further scientific justification on Tree Biology or Biomechanics. For example, if a tree has a decay somewhere, at best a decay-detection result would be given, but no research would be quoted to justify why such decay would cause failure under what condition. Subjective judgment of personal liking is the usual option, which can be misleading without back-up of standards, guidelines or even rule of thumb. This may be one of the reasons why so many trees were felled once after Risk Assessment. How many of us would go further than to explore the genuine reason of why a tree is recommended felling, & for what ?

Internationally, Consulting Arborist Report would be written similar to an Engineering Report, in a similar justification style. Then if such a report is written with incorrect spelling & broken grammar, inconsistent explanations & indecisive conclusion, would it really serve the purpose of what it is asked for ? Is not presentable English an entry to writing scientific report for basic communication ?

Therefore, as 90+% of ISA research & publications are written in English today, mastering this language is a must for our Qualified Arborist (http://isahkchina.blogspot.com/2010/09/isa-hkchina-qualified-arborist-qa.html) system. It is also an important element to move up the ladder in the Arborist Profession.

亲爱的会员，

ISA中国分会不只第一次颁布电邮引起在香港英语水平差的关注，但香港在过去是殖民地的背景和作为一个国际城市，应该有最好的英语教育。

英文不好会无意中会影响树艺师报告的质量，令到我们的研究刊物失色，及讥讽我们与世界各地其它树艺师的沟通。在香港的树艺师，有时被视为写作技巧不足，而英文不好会被视为一个主要的罪魁祸首。

在香港的今天，很多树木的报告属于顾问树艺报告（http://www.asca/ - consultants.org）。作为树艺师应要解释为何要保留树木，移植，砍伐和更换。而目前很多这类的树木评估报告只简单的把树木质量分成好的、中等的和差劣的，并没有进一步的利用树木生物学或生物力学去进行科学辨析。例如，如果树木存在腐烂，充其量只给一个仪器检测结果，而没有引述研究报告为何这样的衰变会在哪里导致失败，或可能在什么条件下倒塌。个人喜好的主观判断，可能在没有标准、准则或经验法则的支持下而产生误导。

在国际上，这类顾问树艺报告应被写成工程报告，有一个类似的描述风格。但如果这样的报告存在着不正确的拼字和文法，不一致的解释和模棱两可的结论，这报告是否能写出的目的吗？是不是不象样的英文是编写这类科学报告的不二法门？

目前，百分之九十以上的ISA研究和出版刊物都采用英语写作，掌握这语言是作为一个 “认可树艺师” 的必须条件（http://isahkchina.blogspot.com/2010/09/isa-hkchina-qualified-arboristqa.html ）。这也是树艺师专业阶梯上移的重要元素。

港聞80後面試口啞「you can唔can」打工仔測試 8成英文僅初中程度

又到大學生搵工季節，但80後的面試英語卻「嚇壞人」，有大學生以「My Name is......」作自我介紹，其後口啞啞沒下文。有英語培訓中心指，有8成接受會話及聆聽英語測試的上班族的英語水平，只達中一、二程度，有碩士生甚至未達TOEFL水平。

有人事顧問稱，有身經百戰的管理層求職，英文語法同樣錯漏百出。

英語熟練度港排12遜大馬

英孚教育（EF）早前調查了44個非英語為母語地區的「英語熟練度」，結果本港排名12，落後排第9的馬來西亞（註︰調查未包括新加坡）。

英語培訓中心Prime English學術總監Wennita Fong表示，學員在參加課程前須接受英語聆聽測試，內容與職場用語、電話交談相關，程度與TOEFL相近，以50分為合格，但有4成大學生測試並不合格，當中包括碩士生，令人大跌眼鏡。

細妹說成「small sister」

她說，剛有大學生在英語面試環節中，介紹自己家庭成員，但將「細妹」說成「small sister」。另有人問對方能否按時完成工作，說成：「you can唔can？」。

她認為，近年大學生的英語書寫能力有下降趨勢，可能與年輕人多以網絡溝通，彼此不再太注重文法有關。

Englishtown 大中華區總裁張志深表示，本港上班族的英文水平不進反退，在報讀機構課程前，會被安排進行英文水平測試，發現8成上班族聽、講能力，僅中一、二程度。

從事大專及成人英語教育多年的何佩玲表示，上班族英文欠佳，會阻礙事業發展。

中原人力資源顧問有限公司董事總經理周綺萍指出，70、80後英文程度很一般，不少大學生的英文程度低過中七生。她曾以英文問求職的大學生「Career planning」，但對方即時口窒窒，不知有關英文意思。

英文差並不限於大學生，管理層見工的英文同樣錯漏百出，語法尤其嚇怕人。周指，有人將「I have」說成「I has」，或將「watch movies」說成「see films」；但她強調，如錯誤不影響溝通，亦不至於阻礙仕途發展。

Dear Station Members,

It's summer vacation for schools in HK from June to August every year. It is also time for schools to conduct various maintenance work including Tree Pruning, while the students are away.

From experience, it appears that most School Management believe when trees grow too big, branches will fall or the whole tree may topple, to hit anybody or properties below. Therefore, they employ garden contractors to conduct pruning to reduce the crown size, whether it is required scientifically or not. With this traditional prqactice, contractors are busy to trim trees for schools during summer time, & there are hundreds of schools requiring this service every year. The employment of an Arborist to conduct any assessment for health or safety has never been thought necessary, because schools themselves thought they would know better mostly from common sense, as well as to save cost.

Schools in HK today are tight in funding. In order to follow the conventional practice of selecting the cheapest, the decision of employing a contractor to do the tree work is dependent on the lowest bid. It is mostly the garden contractors rather than the Tree Specialist who would get the job at the end. The attached photos as reported by Station Member show the common quality of work so done by the garden contractor who gave the lowest bid in a recent job.

The trees can be seen heavily topped without any valid reason. Section of wood before the Natural Protection Zone (TPZ) will become pest food to grow enough microorganisms to either snap off the wood section to hit a target below, or to penetrate through the TPZ to cause internal decay. Large wounds will never fully close to induce cavity or internal decay to invite future hazards. Epicormic Sprouts will spring up everywhere to deplete storage reserves to falsely represent vigorous growth. Topping is a practice even worst that removing the tree, because it will invite hazards.

In reality, a lot of urban trees in HK are growing healthily enough until they are pruned, & the incorrect pruning is one of the major culprits of why so many urban trees have turned into hazards. Proper pruning takes more than a few seminars or crash courses to learn, & holding credentials does not mean the person can really prune. Pruning goes along with tree climbing, chainsaw us, rigging, Tree Biology & Biomechanics. Failing that would simply be Mother Nature makes the Rules.

Topping appears to be banned by Govt Guidelines in HK today, but a lot of Govt schools are practicing it. Does it in mean the policy is selective on them?

各位会员，

每年6月至8月是香港学校的暑假，也是维修兼修树的时机。

许多学校会以为树木长大以后必有重枝倒下而压中学生。因此，不论科学与否，他们都会聘请承办商进行树木修剪，减少树冠。抱着如此心态，又有多至数百间学校于暑假都有此需要，需要盈利的园景承办商自然会忙于为学校用传统的方法去修剪树木。很少学校会先行聘请树艺师来进行初步评估, 因为他们可能以为他们所知的会比其他人更多，并以为树木修剪只是一般常识而已。

今天香港的学校大部分都资金紧拙。依循以 “愈便宜愈正确”的政策，雇用某承包商做树木工作自然是取决于价低者得。最后通常是由园艺承包商而不是树艺专家取得这份工作。附照为会员所拍，显示了低价者的一般工作质素。

从照片中可以看到很多树木都無由地被严重 "去顶"。在自然保护层 (TPZ) 前的木块将成为害虫食物，而滋生的微生物可令枝条断落而打中下面的目标，或穿透过 TPZ而引起树体腐烂。过大的伤口可能永不关闭而导致蚀洞或内部腐烂, 而招致未来风险。水横枝会到处窜出伪装蓬勃生长，从以大量消耗树体储粮。

事实上，很多香港的市区树木在修剪前都相对健康; 不正确的修剪将许多树木转变成风险危害。

"去顶" 似乎为香港政府的修剪指引所禁，却有很多政府学校不理。是否此指引不能套用于这些学校呢？

Dear Station Members,

Upon return, we can call it the most successful ISA International Conference that ISA HK/China has ever participated. The Station Manager (SM) has counted more than 50+ Station Members from our territory of HK, Macau, Taiwan & China had attended, making us one of the largest group coming in from around the world. Also this year, ISA HK/China has sent Mr. KW Lee to join in the International Tree climbing Competition, & a lot of experience has been gained. We have fully benefited from our participation.

The once a year event of ISA International Conference is usually held in the US Mainland traditionally. But this year, it was planned & held in Sydney, Australia. This gives a good opportunity for members living in the Asia Pacific Region to save cost & time for travel & jetlag. Therefore, keep participation was seen from countries like Singapore, HK & China to come in for the latest knowledge & networking. Perhaps the 2011 ISA International Conference is the one with so many of attendees from this region so far. It has been good for some of us to see old friends from our neighborhood.

The Seminars & Workshops have been excellent as usual as in any ISA International Conference. We have learned that most Workshops were fully booked well in advance. The SM himself attended the Workshops which he regarded as relevant to his work & knowledge, namely on Tree Biology & Biomechanics, which are rarely given within our territory. Both topics are under constant research in ISA for continuous updates. Both topics are relatively new in the scientific world that most publications only appeared from the 1990's.

In the Wood Fungi Workshop with Prof. Schwarze, the SM has learned about his new theory on Tree Risk Assessment (TRA) about the doubts on using Decay Detection Equipment such as Resistograph & Tomograph, which were both thought to be the solution for accurate decay detection for traditional Arborists in many places. Prof. Schwarze has proven it by research that an experienced Arborist may produce a more accurate assessment with visual means, which is rather in line with the suspicion of the SM himself over his thousands of TRA in the past. It appears that relying on equipment is an easy solution to tell others, whereas getting the knowledge & experience to do the work is harder. And many of us would prefer the easy way out...

In the Tree Biology Workshop under Prof. Coder, he practically taught us on a year's study at MSc level on Photosynthesis & Respiration of Trees within 3 hours !! Prof. Coder is also a powerful speaker, who can present complicated knowledge in a simple form. The SM was so enlightened by him that even as a laymen of the subject, he could digest his knowledge & put it to use afterwards. Prof. Coder is a world class tutor indeed. He is also a strong supporter of ISA.

At the International Tree Climbing Competition which is held close to the Conference, too many audiences crowded the round that find a good spot for video taking has been difficult. many people came from around the world to come to support this event, & many of them, just like us, would like to take home good videos. It is true that tree climbing skills keep on improving, every time when the SM has a chance to visit them. When our Station Members saw how the world climbers were performing, it might make them feel how behind we really are in our territory. For tree climbing, it's no good just talking & not getting the job done, efficiently & safely. Tree climbing is unique to Arboriculture & Forestry, that no any other greenery discipline would perform. Tree Climbers are themselves a unique breed, irreplaceable by anybody.

As the Education Sessions & the Climbers' Corner began work on Jul 25, anyone who is interested in both would be running around to different places to try to catch up with the latest knowledge. After all, this is what ISA Conference all about. There is no heavy feasting & drinking, but serious learning & sharing. ISA Conference is one of the few kinds that the SM would recommend our Station Members to attend, & to bring back updated knowledge & information. Arboriculture is an advancing profession, & ISA Conference is the best place to update.

There may be too much to write if for a Station Mail purpose on a rewarding event like attending an ISA International Conference. On the other hand, Station Mail is not designed for this purpose. ISA HK/China has benefited so much from attend this Sydney Conference that we are contemplating to go the Portland Conference in Oregon State, USA next year. It is true that ISA Conference in US Mainland is bigger & more crowded, as the majority of ISA Members & sponsors are from US Mainland. Oregon is also the home of the biggest trees in the world, the Sequoia. The SM has seen them last about 30 years ago, & the remaining photos are fainting. He would like to go there to refresh them.

各位会员，

今次在澳洲悉尼举行的ISA国际树艺会议，对本分会来说，是历来最成功的一次。本分会长在会议期间，遇见50多位分别来自香港、澳门、台湾及中国大陆的分会员，成为来自世界各地出席该会议最大区域性队伍之一。同时今年，本分会亦派出李启宏先生参加国际攀爬比赛，取得不少经验。透过此次会议，我们实获益不少。

按传统，每年的ISA国际会树艺议通常都在美国举行，但今年改在澳洲悉尼举行。这个安排令到出席会议的亚太地区ISA会员可节省交通费和时间，甚至不会遇到时差问题。因此，请大家留意如将来举办会议的地方像新加坡、香港及中国大陆，就应继续参与这个会议。届时会议可能好像今年一样，会吸引了很多亚太地区的ISA会员出席，那麼我们就再有机会与邻近地区的老朋友见面了。

研讨会与工作坊与以往一样表现出色。大部份工作坊预先已报满额了。本分会主席参与对他自己工作及知识有关的工作坊，如树的生物学和生物力学。这些专题科目很少会在本分会区域接触得到，但ISA对这些专题科目会不断研究及更新有关知识。这两个专题科目在科学领域上是比较新的，他们只在1990年及以后的刋物上出现。

在树木真菌工作坊，本分会会长得知导师Prof. Schwarze对使用树木腐烂测试仪器，如压力扫描仪及断层扫描仪，来评估树木的腐烂程度的准确性提出询疑。他经研究证实，一个有经验的树艺师能用目视方法作出一个比仪器更准确的评估。Prof. Schwarze的询疑正与本会长经历数千次树木风险评估工作后对仪器的准确性产生怀疑十分吻合。用仪器测检出来的结果总比累积经验来判断结果来得容易；人总是取易不取难。

在树木生物工作坊，导师Prof. Coder只用3小时将需要修读一年的树木光合作用及呼吸的硕士课程几乎全部都向我们讲述了！他真是一个很擅长的演讲者；能够使用简单的言语传达深奥的知识。他那种可使一个行业以外的人士都能学以致用的讲解能力深深地启发了本分会长。

国际树木攀爬比赛在会议地点附近举行。由於观众太挤拥，所以很难找到一个合适位置拍录像。来自世界各地的参观者好像我们一样，都想拍到好的录像回家。当本分会长每次参加此项比赛时，都亲眼见証了树木攀爬技术不断地在进步。而本分会员观看世界顶级树木攀爬者的表演后，亦感到技不如人。爬树技巧不能只是说理论而缺乏有效而安全的训练。爬树是树艺和林业的独特工作项目而不是绿化行业需要执行的任务。树木攀爬者拥有不可替代的特质。

学术性的研讨会及攀爬训练班同在7月25日开始，有兴趣参加者须忙於两边赶去出席，目的是抢先获取最新的有关知识。毕竟ISA国际会议不是大吃大喝的聚会而是一个认真学习及分享知识的会议。本分会会长鼓励分会会员参加这个会议去获取树艺的第一手知识和资讯。树艺是一门不断向前的行业而ISA週年国际会议是最好更新自己专业知识的地方。

可惜本会通讯不是专为报导ISA国际树艺会议而设的，否则将会有更多今年会议的情况向大家报导。由於本分会从今次的悉尼会议获益良多，所以我们会认真考虑去参加明年在美国俄勒冈州波特兰举办的ISA国际树艺会议会议，因为大多数ISA的会员及赞助者都在美国，所以在美国举办的会议总比在其他地办的更多人参加。俄勒冈州是出产最粗壮红杉的地方。本分会会长在30年前拍的照片现已渐渐模糊了，真很想到那处再拍一些新照片。

希望明年我们在俄勒冈州见面！

Dear Station Members,

Below are two sets of news on the 2010 Shatin Tree Failure, which very sadly had costed the life of an innocent cyclist when his head was hit by a fallen branch. The Coroner Court has since then given a verdict of an "Accidental Death".

The recommendations thereafter proposed by the juries also did not incur anything new. The focus appeared to be on improvement of the Tree Risk Assessment (TRA), better training for the frontline staff, & even requesting the cyclists to wear safety helmet during cycling.

There have been other reports on the media that the frontline staff had been given a deadline for TRA for thousands of trees, but no queries have been raised to challenge the feasibility or the practicality of the requirement. This might have induced pressure among frontline staff who might be over-worked for the many daily chores which have to be completed on top of the latest TRA assignment. The communication between the administration & those who are doing the work upfront would be vital for a win-win situation. Misunderstanding on either side may cost life. This appears to be a test for the political skills of the administrators.

In raising the TRA standard, ISA HK/China does not regard attending crash courses would do the job. We have repeatedly stressed that any detailed TRA requires a profound knowledge of Tree Biology &, Tree Biomechanics. Both can not be achieved by attending fast-food programs. Either will take years of hard studies to learn & practice out. ISA HK/China would recommend that any organization dealing with TRA should have at least one senior Arborist there attaining the knowledge level of the ISA Board Certified Master Arborist (www.isa-arbor.com) , or even better as Registered Consulting Arborist (www.asca-consultants.org) to overlook any TRA produced by the junior staff. The Certified Arborist credential should be common among the frontline staff. Only by elevating the general performance standard, that the quality of TRA can be improved in our territory.

HK is diving into the most sophisticated part of Arboriculture of TRA apparently out of political pressure. Three lives have been lost by Tree Failure since 2006 in Ngau Tau Kok, Stanley & Shatin. With the population density of HK ranking one of the highest in the world, TRA has become a necessary part of social investment. It has been forced to happen in a hurry to try to save lives. Yet the 30+ years of Tree Planting & Conservation in HK which would have contributed in part to the many Tree Failures, has hardly raised the alarm to the public.

Tree Planting today is still not fully in the hand of the Arborists. Arborists are rarely asked to help in the Selection & Installation of trees. It is true that Mother Nature makes the Rules for any Tree Planting. We wish HK good luck in her work.

以下是两组有关2010年沙田树木倒塌事故的新闻，这个悲剧夺去一个无辜的单车手的生命，一枝树枝击中他的头部引致他的死亡。死因裁判法庭给予了”意外死亡”的判决。

其后由陪审团提出的建议也没有产生再新的结论。重点似乎只是在如何提升树木风险评估（TRA）的标准，为前线员工提供更好的培训，甚至要求骑单车的人仕配戴安全帽骑单车。

曾有其他报告对媒体表示前线工作人员被设定了限期为成千上万的树木作风险评估，但并没有人为这限期的可行性及现实情况作出任何疑问。这可能为前线员工带来过量的工作, 或由于有许多要优先处理的日常琐事, 而把树木风险评估工作放在工作顺序中比较次要的位置。故此，行政人员及前线工作人员的沟通是至关重要的。对树木管理以及风险评估的误解, 将以生命作为代价。这将在未来测试出行政人员的政治技巧。

本会并不认为密集的课程可提升树木风险评估的标准。我们多次强调，做详细的树木风险评估前, 需要先掌握渊博的树木生物学及树木生物力学的知识。这些知识并不能从出席“快餐”般的课程中取到, 只有经过多年的艰苦研究及学习才能真正掌握。本会建议, 任何处理树木风险评估的组织应該至少由一名高级树艺师主管, 及指导初级人员, 而这高级树艺师需要拥有ISA “资深树艺师”（www.isa- arbor.com） , 甚至更高级的 “顾问树艺师”（WWW.ASCA- consultants.org）的知识水平才可。前线员工則应普遍拥有 “注冊树艺师” 的资格。只有通过提高一般树木风险评估的标准，本地树木风险评估工作的水平才能得到提升。

树木种植在今天仍然没有完全由树艺师所主导。在选种及树木种植上, 树艺师仍然很少被要求帮助。大自然的规则会决定树木种植的成败。也许我们可以保存这个讯息及在几年之后再作评定...

康文署管樹一團糟陪審團提多項建議

【本報訊】死因庭陪審團針對發展局及康文署現行樹木風險評估制度及工作細則，上至政策上的樹木級別劃分，下至前線人員培訓，甚至在全民教育的範疇，都作出了全面的改善建議。

在政策方面，陪審團建議樹木辦重新劃分樹木風險級別，並定出極高風險樹木類別並制訂相關的巡查及管理方法，如加強在風雨季時巡查密度。另外，他們認為要全面檢討現行樹木風險評估的方法，制訂清晰完善的指引，以確保前線員工能有系統執行。

針對培訓不足問題，陪審團建議強制前線員工參加驗樹課程，並要通過考核才可執行相關工作。至於課程內容亦應因應香港環境去制訂，並要提升訓練人員的專業資格。

加強公眾關注樹木安全

最後陪審團認為要加強公眾對樹木安全的認識及關注，亦要提高市民在使用單車時的安全意識，鼓勵佩戴頭盔等安全裝備。

發展局及康文署昨發表聲明，表示已經實行多項樹木風險管理安排，但會慎重考慮死因庭的建議，繼續改進及加快落實各項有關樹木安全的改善措施。

樹木辦發言人指本港樹木數量眾多，樹木健康和結構會不斷變化，呼籲市民留意身邊樹木的狀況，並透過熱線電話及手機程式作出舉報。

塌樹殺人裁定意外　死者妻擬向康文署索償

　中年項目經理蔡傑強（49歲）在去年6月14日，踏單車買掃墓水果時，於沙田圓洲角公園外不幸遭1800磅大樹塌下壓死。死因庭昨日裁定死者蔡傑強死於意外，陪審團建議康文署，檢討現有的樹木風險評估機制，並要求康文署員工必須受過考核方可進行樹木評估。死者妻子黃美玉在裁決後，認為康文署需要在事件中負責，考慮向當局索償。

昨日死因裁判官在早上引導陪審團時，稱死者無可置疑是被倒下的樹木擊中頭部而死，死因結論只有是「死於意外」，陪審團可以分析事件成因，及就預防同類事件再發生提出建議。陪審團在下午退庭商議近三小時，一致裁定死者死於意外，陪審團就事件提出多項建議。

檢討樹木風險評估

　陪審團指署方現行樹木風險評估方法有漏洞，建議評估加入地理因素，因應樹木位置，訂立極高風險地區，使巡查更有效率。又指，在目前樹木檢測法下，仍不時出現塌樹殺人事件，認為署方要檢討現有樹木檢測方法，找出檢測法是否出現問題。

　另外，署方需要要加強前線員工培訓，員工必須修讀樹木風險評估的課程，通過考核方可執行職務。最後，希望政府加強市民對樹木安全知識，教育市民了解樹木風險，同時應鼓勵市民戴頭盔踩單車，提高安全意識。

特別表揚捐贈器官

死因裁判官表示，會將有關建議轉交政府，同時又慰問死者家屬，希望他們能盡早走出傷痛陰霾，開始新生活。裁判官又特別指出死者捐出器官，遺愛人間，代受惠人士向死者及家屬致謝。而死者妻子黃美玉在庭外表示，認為康文署人員，當日未有按指示工作，對員工亦監管不足，認為署方需要在事件中負責，考慮向當局索償。

康文署昨日回應死因庭，在09年已進行全面檢討，署方已提升樹木管理工作的水平，包括重組樹木管理架構，專責樹木管理員由124人增至221 人，又改善樹木檢查指示，並加強社區宣傳及教育，透過舉辦講座和活動，鼓勵市民協助舉報有問題的樹木。

Dear Station Members,

The newspaper cutting below has complained about the continuous decline in the language abilities of the local students in HK, in particularly in the English Language.

It is true that after 1997, the use of good, or international, English appears to be something of a past. As reflected in the production of our Arborist Reports today, incorrect spelling, wrong grammar & inconsistency in reporting structure appears to be common. A lot of the report readers have great difficulties in reaching a justified decision, or sometimes even to understand of what is presented in paper. Such a trend is certainly against international practices.

It is true that the Certified Arborist (CA) exam does not test for report-writing or writing communication skills. This credential assumes the candidate is fluent in their language ability, & has a minimum of 3 years of full time tree work experience. In view of this, ISA HK/China has therefore introduced the Qualified Arborist (QA, http://isahkchina.blogspot.com/2010/09/isa-hkchina-qualified-arborist-qa.html) credential for our territory of HK, Macau, Taiwan & China. The QA system, with its now installed interview requirement, will ensure the candidate can master basic report-writing skills & oral communication skill. The QA will compliment the CA credential for our local candidates.

In ISA, nearly all published arboricultural research are written in English. Without studying research, the Practicing Arborist will be all words & no substance in him. Arboriculture is a justifiable science to a great extent. Although it is an absolute science, there are many research, guidelines & rules of thumbs that the Practicing Arborist can use to sustain his claims. Without knowledge in reference, this Arborist would need to rest on his "credential", which actually does not stay evergreen...

ISA HK/China encourages our Arborists to use good English for communication. Mastering the English Language means the Arborist has opened the window to the world. International communication today is all done in English Language as a fact, whether we like it or not. Withdrawing ourselves to the Chinese Language alone would not get us very far. This is the reality of life.

Therefore, brush up your English to be ready to meet the world. Because the opposite would only hide you in a shell, whereas those who are behind will catch up on you very soon.

下列剪報投訴本港學生語文能力水平持續下降，尤其是英文語言。

事實上，1997年香港回歸後，港人能使用國際水平的英語已成為過去。在我們樹藝師的評估樹報告中，不難發覺有很多串錯字，錯文法及不對稱的報告結構，使閱讀者很難根據報告作出一個決意，甚至有時不明其所欲言。這個趨勢真是與國際做法對衡。

在國際樹藝學會，幾乎所有樹藝研究都以英語撰寫。如一個執業樹藝師不學習樹藝研究，那麼他只會說不懂做。在很大程度上，樹藝是一門合理的科學。雖然它不是一門絕對科學，但執業樹藝師可從研究報告中得到很多指引及經驗法則去支持他的判斷。如沒有參照研究得出的處方，一個樹藝師只靠他的認証是站不住腳的…….

狀元增加雖可喜英文下降究可悲

高級程度會考今日放榜，不但向莘莘學子派發成績單，也是檢驗港府教育政策成效的時候，很明顯，香港教育亂象叢生，整體教育水平每況愈下，現行教育政策可謂「肥佬」。

雖然今年高考產生了四名六Ａ超級狀元，無論考獲Ａ級成績的總科數或是超級狀元，都創下多年新高，可惜這並不能說明甚麼問題。實際上，在今年首次應考日校考生中，英文科合格率只有百分之七十四點九，雖只較去年微跌零點一個百分點，但較母語教學實施前大跌四點七個百分點。此外，中文科整體合格率則與去年相差無幾。令不少學生感到徬徨的是，今年有近一萬九千人符合升讀大學的最低資格，僧多粥少的情況更甚往年，將有多達七千名符合資格的高考生被拒於大學門外，不知何去何從。

表面上，今年高考整體成績並不算太差，但語文水平尤其是英語呈持續下降的趨勢，則不能不令人擔憂，這證明港府主導下的教育改革出了大問題。自回歸以來，港府的教育政策朝令夕改，反覆無常，早就備受詬病，以爭議最大的母語教學為例，先是一刀切將中學分為「中中」和「英中」，製造標籤效應，引起社會分化，然後兜兜轉轉，最終又轉回原地，以「微調」為遮羞布，間接宣告母語教學失敗。

教學語言改來改去，反覆無常，最直接的惡果就是導致學生的中英文水平同告下降。事實上，社會人士尤其是僱主，近年經常投訴香港學生的語文水平一年不如一年，影響香港競爭力。早前甚至有學者提出警告，部分內地大城市的學生英文水平將於八年內超越香港。試想想，香港作為一個國際都會，學生中不成英不就，日後怎樣與人家競爭呢？

除了語文水平下降，香港的教育亂象還多的是。在大專教育上，副學士課程愈開愈多，結果良莠不齊，製造了大批高不成低不就的「掘頭進士」；在中學教育上，各科課程愈改愈雜亂，評核方式愈改愈繁複，加上倉促推行通識科，令師生無所適從，倍感吃力。

種種添煩添亂的教育政策，每每是在「教育改革」的口號下推行。其實，有改革才有進步，教改本來無可厚非，問題是當局往往不顧社會的實際情況和香港的長遠利益，單從長官意志出發，以致愈改愈差，愈改愈亂，令學生慘變白老鼠，學習水平不升反跌。難怪經濟條件許可的家庭包括港府高官，大多將子女送往外國留學，用腳向香港教育制度投下不信任一票。而可笑的是，港府卻還在奢談甚麼發展教育產業，打造區域教育樞紐，實在是自欺欺人。

說到教育，不能不提近年的殺校潮。本港出生率持續下跌，適齡學童不斷減少，殺校本來無可避免。然而根據政府統計處推算，內地孕婦來港產子已成為趨勢，約半數父母均非香港居民的嬰兒日後會返港讀書，對此，當局將如何因應呢？會不會鬧出今天殺校、明天開校的笑話呢？有備方能無患，無備必定大亂，當局不可不早為之計。

社會前途，繫於教育。回歸以來港府教育政策顛三倒四，亂象紛呈，這既是學生的不幸，也是香港的不幸。

Dear Station Members,

The news cutting below has described the effect of the first no. 3 typhoon in HK in the period of June 2, 2011.

By this time, many of the public trees in HK have already undergone Tree Risk Assessment (TRA) as required by the Govt & housing management. It would be interesting to measure the accuracy of these TRA as a feedback on the work of our local Arborists.

Were obvious structural defects spotted? Were recommendations genuine & accurate? Were those trees that can be saved simply cut down to achieve "zero risk"? Were potential dangers addressed in the TRA?

Research in North America has shown that even healthy branches can break when wind speed exceeds 70 kmh for temperate trees under experimental conditions. Australia has also conducted vast amount of research on Tree Biomechanics to study Tree Failure in wind. A lot of such research can be found in ISA public education programs. Tree Biomechanics is a very complicated subject & the mathematical modeling there can lose anyone without a scientific background. Arborist Profession on its own is scientifically based with little inclination in art. Arboriculture is also completely different from most other greenery subjects especially those with design inclination. They cannot replace us.

If anyone asks a seasoned Arborist for his technical opinion on TRA, one might get an answer on uncertainties on absolute basis. The seasoned Arborist may not be able to "define" a critical time period for branch failure, or under what wind condition that a leaning tree may topple. All he can say may be his knowledge to advise guidelines & speculations. His experience & years of practice may count more than scientific quotations. Therefore, when we talk about Arboriculture as a scientific subject, we also need to understand that we are dealing with a living organism which changes its conditions in time, & would react to the environment. Arboriculture is not an absolute science.

Tree Failures invite insurance claims & maybe law suits. Prevention is always better than cure. Designing & installing the trees right are the first step. We always recommend any Tree planting is to be reviewed independently by a qualified Arborist. Removing every tree with the slightest harm is an escape for the incompetent to avoid professional liabilities. The balance of keeping a tree against risk depends on the tolerance of risk itself.

Therefore, this is Arboriculture, a mixture of science, law & love of trees.

下列剪报搜集之新闻稿件描述了今年首个在6月2日悬挂之三号台风于香港造成的影响。
而此刻，很多市树都已接受了政府管理部门之树木风险之评估(TRA）。如以衡量这些TRA之准确性来反映本地树艺师之工作将会是很有趣。
有否仔细查出明显的结构性缺陷？提出之建议是否符合实情？有否为了实现“零风险”而将那些可以拯救的树干脆砍掉？潜在的危险有否注于TRA上？
北美的研究显示即使在那里温带树木的健康树枝也可以于实验情况下被超过每小时70公里的风速折断。澳大利亚亦从事了大量树生物力学研究树于风速下的受害情况。很多这些研究可以在ISA公共教育环节中看到。树生物力学是一门非常复杂的学问, 对没有科学背景的人来说, 其数学模拟只有使人迷惑。树艺专业本身是以科学为基准, 少于倾向艺术。树艺与大多数之绿化专题也完全不同，特别是那些强调以设计为主的。

折树会招致保险索赔及诉讼。预防总是胜于治疗。移除每棵只有丝毫损害的树是那些不胜职不愿承担专业责任的人的逃避方法。保持一棵树对风险的平衡取决于风险本身的承担能力。
这就是树艺，是一门集科学，法律和树爱于一身的学术修养。

今年首發三號波百宗塌樹
【本報訊】熱帶風暴「海馬」為本港帶來今年首個三號強風信號。受「海馬」外圍雨帶影響，本港昨整日橫風橫雨，全日逾百宗塌樹意外，其中慈雲山一株大樹被強風吹至連根拔起，樹枝擊傷一男子。天文台表示，「海馬」今早最接近本港，預料在本港西南掠過後，會在廣東台山一帶登陸，天文台預計不會改發更高信號。

司徒拔道一棵大樹倒下，擊中途經七人車。

天文台昨晨五時四十五分發出三號強風信號，各區竟日狂風大雨，市民上班上學狼狽。天文台昨錄得橫瀾島及長洲最高持續風速為每小時五十五及五十八公里，長洲最高陣風則達每小時七十七公里。幼稚園、肢體傷殘兒童學校及智障兒童學校須停課。
強風吹襲下，本港昨截至晚上約十一時共發生一百一十四宗塌樹意外，其中跑馬地司徒拔道路旁一棵高逾廿米、直徑約一米的大樹，昨晨十時許被強風吹倒，擊中一輛途經七人車車頂，車窗玻璃爆裂，四十五歲外籍女乘客頭部及頸部受傷，外籍男司機及一名男童則無恙。

昨晚七時許，慈雲山毓華街巴士總站一株約廿米高鳳凰木亦被吹至連根拔起塌下，一名四十八歲姓杜男途人走避不及，遭樹枝擊傷手和臉，經救護員敷治後拒絕送院。觀塘亦有小巴被折斷樹枝擊中，幸未造成傷亡。

「海馬」逼近，市民在橫風橫雨下舉步維艱。

三號風球下，雨中漫步自有樂趣。

另伊利沙伯醫院、大埔大元邨、大埔大窩西支路、沙田頭新村及西半山摩星嶺道近配水庫亦有大樹樹枝被吹斷，幸無人受傷。除塌樹外，旺角豉油街兩幅戶外廣告牌昨午三時許疑被強風吹裂，一支用以固定廣告牌的鐵枝墮街，擊中一名十四歲少女。
天文台高級科學主任李淑明稱，「海馬」昨集結在香港之西南偏南約二百四十公里，向西北或西北偏西移動，時速約十二公里，移向廣東西部沿岸，預料在香港西南約二百公里掠過，除非「海馬」進一步增強或採取較偏北路徑，否則不會改發更高信號。
天文台預測本港今日多雲及有狂風大驟雨，但雨勢會逐漸減弱，氣溫介乎攝氏廿六至廿九度，明日及後日短暫時間有陽光及有幾陣驟雨，至下周初又再受雷暴及驟雨影響。

ISA HK/China (professionals) --- Topping at a girl's school in Kowloon 名女校乱砍树

Dear Station Members,

The attached photos were taken by a Station Member when she passed through this famous girl’s school in Jordon Road last week. Isn’t it unbelievable that something like this can still happen in HK?

The trees were topped, mutilated, & worst of all, planted underneath a roof to grow no taller. They lack sun & space for proper canopy & root development, & the building is just less than a meter away. Who on earth would put them there for what good purpose, & for what long term benefits they will get?

Is there a “landscape consultant” responsible for this job? Are these trees under the jurisdiction of any Govt regulations? By what international or local standards were the trees to be put into this state? Is there any Arborist involved in the design & execution? Who would be responsible for making the decision of the operation? Can the decision be justified? There remains a whole range of questions to be answered.

What good is it to say we love trees, but to put our trees into misery? Why do some trees in HK get a lot of attention, & some don’t? Why some groups favour a particular situation & give a cold shoulder to others? Are we fair & just in our attitude towards incorrect practice, or are we selective in our work?

Who would like to answer the above questions?

各位会员，

所附的照片是由一位本会会员在上周经过一间位于佐敦道的著名女子中学时所拍摄的。令人难以置信的是这样的事情依然在香港发生？

这些树木被斩顶及强剪，而最糟糕的是，她们被种在一个不能长高的屋顶下。他们缺乏适当的阳光和空间去发展，与该建筑物只有不到一米的距离。谁会把她们放在那里，有什么好的目的？

这项树木移植的工作是否有一个“园境顾问“呢？是否由政府所监管的呢？通过什么样的国际标准或者地方标准令这些树木变成这种状态的呢？有没有树艺师参与呢？谁应为这些斩顶及强剪的决定负责呢？这些决定是否合理？这仍然存在着一系列的问题需要回答。

为什么我们一边说爱护树木，一边却让我们的树木受伤害及痛苦？为什么有些树木在香港得到了很多的关注，和一些没有？为什么一些团体只关注某些树木而忽略其他呢？我们是否以公平和正义的态度去对待不正确的做法，还是我们是有选择性的，而目的又是什么？

誰可以回答上述問題呢？

Dear Station Members,

Below is a piece of very saddening news that grieves Taiwan & China for an unexpected Tree Failure to derail a train in Alishan. Up to 29.4.2011, 5 passengers were killed & 99 injured, some seriously.

Very little is mentioned in the news for the cause of the accident. Was the branch decayed before failure? Did it belong to exceptional lean? What's the wind speed at that time? Was it attacked by pest before breakage? Was there any visible sign observable by a reasonable person to spot any instant danger before failure? These & many other questions, will be investigated & examined in a suitable institute (e.g. Coroner Court) in western countries to prevent similar accident to happen again.

In western countries, it would be inconceivable to have large overhanging trees alone the railway track for any train. The trees there would be assessed & maintained to minimize risks. The Arborists would be there to give comments & supervision. On the other hand, ISA has not yet entered Taiwan. There is not even one single Certified Arborist, never mind anything higher, in the whole of Taiwan. The Station Manager has met Taiwanese "Tree Experts" in various seminars in HK, but their attitude is that they know it all already, & would not respond to any communication of ISA HK/China. Now these bunch of "Tree Experts" would conduct the investigation. Good luck to Taiwan.

The fatal Tree Failure in Stanley in HK in 2008, has changed HK for Tree Care forever. Every Govt tree is now assessed for risk & mitigated by Tree Professionals. The HK Govt also know well that the genuine Tree professionals are Arborists, not landscapers. Massive Tree Risk Assessment is conducted in HK at every level in public & private sector. China is beginning to be influenced & we can see this is the way to go. Taiwan is on the other side of the Strait. We don't know where they would pick the best of the world to call us in. Taiwan is under the territory of ISA HK/China.

Nobody wants to see Tree Failure that kills. It brings agony & sorrow to so many families, & destroy the image of the Tree Owner. However, it's always Mother Nature makes the Rules; not anybody.

Arboriculture is a unique science irreplaceable by other greenery discipline. If anybody does not believes in this, let them try.

以下是一段令人非常痛心的新闻: 於2011年4月28日,一辆阿里山小火车因树塌意外而出轨，截至2011年4月29日，有5名乘客死亡及99人受伤，部份伤势严重, 而当中绝大部份是国内游客。这次意外令台湾及中国人同感悲伤。

新闻發报很少提到意外原因。树塌前,树枝是否已经蛀烂？树干是否特别倾斜？当时的风速怎样？有否在断折前受虫害袭击？是否有普通人都能於场察觉到的即时明显危险迹象？这些及其他类似问题都会受到西方国家的相关机构（如死因裁判法庭）提问, 作出调查及审察，以防止类似事故再发生。

西方国家会难以想像出沿途之火车轨会有如此巨大的悬垂树木存在风脸。如有,这些树木都会受到评估及保养以减少风险。当地的树艺师会提出意见及监察。话说回来，国际树木学会还未踏足台湾。对整个台湾而言, 那里根本连一个 "注册树艺师" 也没有，无须理会它会有更高级的树木专家存在。本分会长曾於香港的众多研讨会中接触过台湾的“树木专家，但他们的态度是他们都已经全懂得了，且将不会对本分会的沟通作任何回应。现在，这群“树木专家"会对上述意外进行调查。我们祝台湾好运。

2008年香港赤柱的致命树塌已经永远改变了香港对树木护理的态度。每棵官树都会经过树木专业人员的评估及将风险减低。香港官员亦清楚知道名副其实的树木专业人仕是树艺师，而不是庭园设计家、园艺师和其他。香港每一层次之公共和私营部门都有进行大规模的树木风险评估。中国已开始被受薰陶, 走向应走之方向。台湾是在海峡的另一端。我们未知道他们会否接受我们, 而台湾是属本分会轄区。

没有人愿意看到有杀伤力之塌树倒下,它会带来了許多家庭痛苦和悲伤，边破坏了树主的形象。無論如何，只是大自然去決定成敗, 无人能及。

树艺是一门独特的科学, 并非其他绿化学科所能替代。如有人不信此话，试试吧。

阿里山翻小火車 5死99傷

阿里山森林鐵路神木支線小火車昨日發生嚴重意外，意外中列車共有4節車廂翻車，其中第5和第6節車廂出軌後從鐵橋上落下。（）

列車遭粗大枝幹擊中，部份車廂被扯得車輪朝天。（）

大批受傷遊客被轉移出車廂外，等待救援。（）

【專訊】台灣再次發生涉及大陸遊客的嚴重傷亡事故。一列在嘉義著名景區阿里山行駛的小火車昨日中午被倒塌的樹幹擊中後翻側脫軌。台灣農委會表示，截至晚上 10時，共有5人罹難、99人受傷，其中32人重傷。據悉，死傷者大多來自廣東、浙江、山東、四川和河南5省的旅行團。大陸國台辦和國家旅遊局要求台方全力救助。台灣旅行商業同業公會聯合會表示，每位死者可獲200萬元台幣（約54萬港元）賠償。

香港旅遊業議會總幹事董耀中表示，暫未收到有港人涉及該宗意外。而「縱橫遊」表示，昨日至4月30日，共有4團100人將前往阿里山，旅行社會安排團友改乘環保巴士遊覽，至於5月出發的團隊則視乎情而定。入境處表示會密切留意事態發展，在外港人如需協助，可致電入境處「協助在外香港居民小組」的24小時求助熱線，電話：（852）1868。

塌樹擊車廂致骨牌效應

台灣嘉義縣消防局稱，意外發生於中午12時許，一列掛有8節車廂的小火車，從神木站開往阿里山站時，突然有一條直徑約92厘米的樹幹落下，擊中第7節車廂，令火車出現骨牌效應，造成4節車廂翻側脫軌，其中 2節跌落高約10米的小鐵橋下，有旅客更被拋出車廂，傷亡嚴重。事發後，軍方派出直升機將傷勢嚴重的旅客送到醫院急救，軍方也派出醫護人員和軍人上山救援。

涉及事故的5個大陸旅行團分由台灣西南、創意及山富旅行社接待，其中，創意旅行社恰好也是去年蘇花公路失蹤大陸團的接待旅行社。

死傷者多為大陸客

中央社指出，台灣過去曾發生多起樹木倒塌釀成死傷意外，而阿里山鐵路沿線有大量超過百年的老樹。由於每年的4、5月是季節交替之際，容易發生老樹倒塌或樹枝斷裂事件。

總統馬英九昨日下午在主持國民黨中常會時得知消息，立即趕回總統府了解情，他要求盡快救治傷者、找出事故主因。而台灣移民署表示，針對事件中傷亡的陸客家屬、承辦業務與這起事故有關的大陸旅行社人員，及大陸旅遊局官員，該署將協助緊急發給入出境許可證。

阿里山森林鐵路在2009年「八八水災」後受到嚴重損毀停駛，去年6月中旬才逐步恢復行駛。

昨日翻車意外發生後，阿里山鐵路再次全面停駛。而在去年10月21日，台灣蘇花公路發生嚴重山泥傾泄意外，共造成1死25人失蹤，絕大多數是大陸遊客。

阿里山翻火車設靈悼亡魂

台灣阿里山前日的小火車翻側意外，當局經統計確定為五死、一百零九人傷。五名死者均為大陸旅客，分別來自四川、廣東、山東，死者家屬預定今日陸續抵台善後。台灣方面昨於殯儀館暫設靈堂，部分未受傷團友前往致哀，不禁落淚。至昨日尚有七十五名傷者留醫，其中一名近七旬大陸客情況危殆。

台灣慈濟會成員到靈堂向遇難者致哀。

前日在事故發生後，台灣多個部門各自發布死傷人數及名單，非常混亂。經嘉義縣衞生局最終確認，死傷者共有一百一十四人。五名死者均為女性，兩人屬四川團、兩人來自山東、一人來自廣東。

五十二歲的盧彩枝為廣東東莞人，與丈夫一同遊台，未料卻從此天人永隔。盧的丈夫重傷留院，前日接受手術後驚聞噩耗，哀慟不已。昨日凌晨，他強忍身心傷痛到殮房認屍。

靳睿遠重傷留院，祖父表現憂心。　

四川團有兩人遇難，六十九歲的友人劉素蓉哭說，原本是八名親友同團赴台，未料只剩六人回去。劉素蓉因鎖骨骨折、三根肋骨折斷，昨日仍然留醫。她指此行的八名親友，去年同遊海南島和香港，今年到台灣，明年預定到新加坡、馬來西亞及泰國，但現已無法如願。

台灣有關部門昨在嘉義市殯儀館為死者設置靈堂，其中負責接待廣東團的台灣創意旅行社董事長李奇嶽，昨天陪同未受傷的團員到場致祭，多名團員當場掉淚。據悉，因辦理簽證需時，罹難者及部分傷者家屬，預定今日陸續抵台。

昨仍有七十五人留院，其中六十六歲的叢瑞勝因多處骨折、脾臟破裂，情況危殆。叢的女兒亦受傷，仍然留醫。

針對今次意外起因，台農委會昨日重申，是樹木斷裂造成，當中不涉人為因素，沒有監管不足等問題，輿論質疑過早定調。農委會及後表示，會派遣四名生態及植物學專家到場調查。另外，嘉義地檢署亦介入調查，除了針對樹木倒塌原因，還有司機煞車是否得當等環節，暫未有結果。

A strong team of 11 staff from ISA HK/China comprising Registered Consulting Arborist (RCA, http://isahkchina.blogspot.com/2010/12/isa-hkchina-first-rca-in-asia.html) , Board Certified Master Arborist (BCMA, http://isahkchina.blogspot.com/2011/03/isa-hkchina-first-bcma-in-asia.html) , Independent Practicing Arborist (IPA, http://isahkchina.blogspot.com/2010/04/isa-hkchina-hk-tree-news-14410-report.html) , Municipal Arborist, Certified Arborist & Certified Tree Worker (http://www.isa-arbor.com/) , have been warmly welcomed to the highest standard by the Xiamen Municipal Works & Administration Bureau, which is the governing body of the Xiamen Botanical Garden. In other word, the City of Xiamen has sent out their best in greenery to greet ISA HK/China, which is part of an international organization of ISA. This is a pride & honour for us & ISA.

During the seminar sessions in the afternoon of Apr 23, the Station Manager (SM) Sammy Au delivered an introduction on the Arborist Profession. The Deputy Station Manager Mike Leung gave a talk on International Tree Standards, & the China Committee Members John Chong gave a lecture on Proper Tree Pruning. The Station Manager than wrapped it up at the end with a talk on Tree Installation & Transplantation. All 4 talks lasted about 3 hours, & all were given in Mandarin.

In the seminar sessions, the SM could feel that the audience was changing from a casual & suspecting mood in the beginning, to total concentration on every word at the end. Many challenges were thrown to the audience on basic knowledge like the benefits of trees, the age of the longest living tree & the height of the tallest tree in the world. The audience was speechless every time when a question was given to them. Some of them were PhD & Master Degrees from prominent China Universities studying greenery subject. But when it came to tree knowledge, they began to wave a white flag.

The 4 education sessions have completely awakened up the Chinese to compare their tree care knowledge with the world. On the other hand, the Chinese audience were truly pragmatic. They were focusing on the practical side of tree care like pruning, installation & selection. They were also keen to learn what the world is doing. Some of them even asked to be given research information of ISA, while they do not even speak English. They said they would rely on translation software to get the information & will constantly contact ISA HK/China for help. It looks like we shall be busy.

The next morning of Apr 24 was packed with action with tree climbing & rigging work. Six of our staff demonstrated the basic techniques of body-thrust, foot locking, work climb & aerial rescue on a 18 m tall local tree. The hundreds of audience there were shocked. They were thrilled to see men getting up on such height without a ladder or platform, & dancing around the canopy with speed & safety. Never in their dream could they imagine a human being hopping from branch to branch with precision, performing the impossible work where their local experts were frustrated to try to even reach. All were gathering round to listen carefully on our explanation on tree climbing equipment & procedures. And in the middle of it, even the local TV & the only newspaper came round to film & interview the SM for more. What a surprise & success !

A picture speaks a thousand words for our two short days in Xiamen in the attachment of this Station Mail. At the end of it, some 40 local experts in greenery joined ISA HK/China as Station Members. The City Govt is now contemplating to run an even bigger event to invite us to give talks, deliver workshops & provide tree climbing training to their greenery industry. They also want to work with nearby cities to make it a regional event. Arboriculture has made its impact in this important city of Fujian Province.

Providing we are meeting the right contact & bringing in the right personnel, ISA HK/China does not see how ISA Arboriculture would not thrill our China counterparts. Everywhere we went in the past has given us warm reception. It is really our time & resources distribution which restrict our development into China. However, as more Arborists are qualified in our territory year by year, most are willing to come in to help to develop the profession. Many understand that only if our profession can be known & respected, the individuals members will benefit. The more participation a member would make, the more reward in exposure in terms of image & business will be made. This is why anyone active in ISA HK/China is also busy commercially & respected socially. One side of success can not be achieved without the other side of participation.

ISA HK/China has in the past approached the closer Guangdong Province to promote ISA arboriculture. However, the response has not been as enthusiastic as from the other provinces. This may be partly because the Cantonese would think that they would get the same through their friends & relatives in HK in their organization. This may not be entirely correct for ISA. ISA HK/China now runs the biggest & most inclusive group of arborists in the Far East with 1,600+ Station Members. Our staff are also the highest qualified internationally with RCA, BCMA & IPA. No other group at present can match our knowledge & influence in our territory. We are the leading horse.

We shall take ISA into China. It is just a matter of time. The Arborist Profession is a necessity, rather than a hobby for the China society. Arboriculture is also a scientific discipline with constant research & advancement. Our brothers & sisters will see this as we have.

May we sail ISA in the uncharted waters of China carefully, one tree & one arborist at a time.

在四月二十三日下午的研讨会期间，本分会会长欧永森先生首先介绍了“树艺行业是甚麽? ”,副会长梁永强先生及中国委员会成员庄俊荣先生则分别就“市区树木的通用国际规格”及“国际通行的修剪方法”两题目提供了演讲; 最后会长欧永森先生以“树木的种植及移植”作总结。整个研讨会持续了3个小时，共四个题目及以普通话发表。

本分会长感觉到，参加者的态度在研讨会中渐渐发生了变化，从一开始抱着休闲及怀疑的情绪，到每一字一句的高度集中。我们向参加者发出许多问题，问题只是环绕基本树木知识如树木的好处，世界上最高及年龄最大的树木等等。全场的参加者都是无言以对，而当中有些人拥有中国大学绿化专业的博士和硕士学位。情况好像是当他们面对国际树木知识，只是沉默不言。

四个讲座题目开始唤醒了国内人员去比较他们与世界的树木护理知识。在另一方面，国内的参加者是真正务实。他们集中注意在实用方面的树木护理知识例如修剪，种植和选种。他们渴望知道世界同行正在做什么。其中有些人甚至要求本分会提供国际树木学会的研究资料，而他们不会说英语。他们说，他们将会依靠翻译软件以获得资料及寻求本分会的帮助。看来本分会将会忙碌。

第二天上午，即四月二十四日，我们表演了攀树及树上索具的运用。我们的六个成员在一棵十八米高的本地树上展示了 “身体推进法”，脚锁攀爬，工作攀爬及空中拯救。那里的数百名观众都被迷著了。他们高兴地看到我们在这样的高度上随意上落而不需用梯子或平台，而又可在树冠周围安全地到处飞动。从前, 他们不能想像一个人可以在树枝间精确跳跃，执行工作;当地的专家们不能不感到惊奇。所有的观众聚集一起仔细聆听我们解释攀树设备及程序。就连当地电视和报纸都过来拍摄及采访是次活动，这真是想不到的成功！

我们在厦门短短两天的行程已被浓缩在这邮件的附件里, 里面的照片更胜千言万语。厦门当地四十多个专家也加入了本分会, 希望在日后能取得更多有用信息。当地也正在考虑举行一个更大的交流会，去邀请我们给予讲座、研讨会及攀树培训。他们也希望能与附近的城市联合举办, 令其成为区域性活动。树艺已影响了这个福建省的重要城市‧

只要我们能正确联系到对口的适当的人员，本分会认为国际树木学会绝对可以帮助我们的国内同行去解决他们在处理树木的种种问题。过去我们在探访的每个地方, 都给予我们热情的接待。是我们的时间和资源限制了我们在中国的发展。然而，随着越来越多的合资格树艺师的出现，大部分都愿意帮助业界的发展。许多人明白，只有当我们的专业被认知和尊重，个体成员都将从中受益。成员们的参与越多，在知名度及工作机会上亦会得到各样无形的奖励。这就是为什么在本分会活跃的成员的工作是接续不断地受到社会的尊重。一方面的成功离不开另一方的参与。

本分会在过去曾与广东省有个紧密接触去推广国际树木学会的树艺知识。不过，反应并不如其他省份热烈。部分原因可能是广东认为从他们的亲戚朋友在香港的其他组织可得到相同的资讯。这不是完全正确的。本分会是远东地区现在运行最大和最具有包容性的树艺团体，有超过一千六百个会员。我们的核心成员也是国际上最高资格的树艺师例如顾问树艺师，资深树艺师与独立执业树艺师。在中国地区目前并没有任何组织拥有如此的技术水平及影响力，我们是大大领先的。

我们将把ISA推广到中国。这只是一个时间问题。树艺专业是社会需要的，而不是一个兴趣斑。树艺是一门不断研究与发展的科学。国内的兄弟姐妹们很快会接触到我们拥有的技术及知识。

愿本分会能带领ISA在中国未知的水域中航行，从每一树及每一个树艺师开始。

ISA HK/China --- Xiamen Botanical Garden Visit 23-24.4.2011

Dear Station Members,

ISA HK/China is very pleased to inform you that we have been invited to carry out an Exchange Visit to Xiamen Botanical Garden on Apr 23 - 24, 2011.

This is the first time ISA HK/China has ventured outside Guangdong Province to go further north to promote ISA Arboriculture. Whereas Guangdong traditionally would have received international information from friends & relatives in HK, the other 29 Provinces in China would need to rely upon their own efforts, or through the Central Govt, to invite experts to bring them updated knowledge. As China is such a big country & Arboriculture has not yet started there, sky is the limit for an international organization like ISA. With us knowing the land & culture, speaking the language & being nearby, ISA HK/China is handling an opportunity as big as China can offer today.

In this tour of duty, ISA HK/China will send 11 of our staff to deliver a general introduction in Arboriculture from Tree Selection to Tree Climbing. We shall present 3 seminars on Tree Standards, Installation & Pruning in the first day. In the following day, we shall demonstrate Tree Climbing & on-site Tree Risk Assessment. We have told our host that there is no limit as to the number of audience for our events, & everybody, whether working in the greenery industry or not, is welcomed. It is already known that landscapers, nurserymen & scholars will all attend.

Xiamen Botanical Garden is perhaps the 2nd largest botanical garden in China & they have not followed the others to go into commercialization. They are the traditional friends of the Station Manager for years, & it is through this relationship that this visit was instantly arranged. After Xiamen, ISA HK/China will approach our other traditional contacts, if funds & time are further available.

Upon our return, we shall produce a Station Mail on this visit. We hope to bring all of you good news.

ISA HK/China will live up our word to open up China for all our Station Members, one tree & one Arborist at a time.

各位会员，

国际树木学会中国地区分会很高兴的通知大家，在今年四月二十三至二十四日我们获邀到厦门植物园进行交流访问。

这是本分会第一次跨越广东省到较远的地方推广国际树木学会的树艺行业。传统上，广东省可以从在香港的朋友和亲戚们接收国际消息，但中国其它的29个省则需要靠自己的努力，或是通过中央政府，邀请专家带给它们最新的知识。但这不适用于ISA, 因为ISA分会才是唯一的官方代表。由于中国是一庞大的国家而树艺行业在中国还未开始，对本分会而言，确是商机无限。

在我们今次的行程，国际树木学会中国地区分会已经准备好11位人员去进行树艺行业的一般介绍 - 从树木选择到树木攀爬。我们会在第一天举行三场讲座，内容是关于树木规格、种植及修剪。在第二天，我们会示范攀树及即场树木风险评估。我们已经通知对方，每一个项目的观众的人数都是不限，也不论他门是否从事绿化行业。我方已知道院校生、工程人员、管理人员和生产人员都会到场。

厦门植物园也许是中国第二大的植物园, 及不像中国其它植物园一般进行商业化。他们与本分会长是多年的老朋友，也是通过这种关系，令这次的访问一拍即合。

我们回程之后，将会发放一份关于此次旅程的会讯，我们希望带给各位好消息。

本分会将会信守之前的承诺，来开发中国这个庞大市场，也将从每棵树和每一位树艺师做起。

Dear Station Members,

ISA HK/China frequently receives complaints upon our local Arborist Reports in HK from various clients. Issues include poor English, irrelevant information, inaccurate description & lack of clear decision. Clients complain that they have difficulties in making judgment after reading such a report, & would regard it as unprofessional as compared to other disciplines.

It is true that the Certified Arborist (CA) exam does not test for English report-writing. This appears to belong to the following reasons:

1. The CA exam was originally developed in North America & candidates there would use English as their mother tongue. Somehow if a report is required, the CA there can write something out that is understandable in their own language.

2. Arborists in western countries would do all kind of Arborist work from design, selection, maintenance, inspection, protection to risk assessment. Writing up detailed technical report like those frequently demanded by Govt Depts in HK, would belong to specialists like the Consulting Arborists (www.asca-consultants.org), who are trained to address such issue with good communication & technical skills.

In our territory, Arborist work is lob-sided to Tree Risk Assessment (TRA) due to political influence. Whereas quantitative TRA is done by filling in forms for quick assessment, there are times where Govt Dept would require special focus on trees pending detailed investigation. There are also cases where trees have been damaged or interfered under public attention. The client would then like to obtain specific information on the extent of damage/interference, & make a decision on the next move. For this kind of work, a common Tree Survey or Ecological Assessment report will fall short of what the client is looking for, & would not help them to make a justified decision.

Whereas the CA exam came to our territory, it made the same assumption that all our candidates can use English in their daily life. This is certainly too much to ask for, as a lot of our local candidates may read English well, but not to speak or write it the same, since Cantonese is the mother tongue in HK. Also after 1997, many politicians have encouraged using Cantonese as the common language even in Legco. English more or less remains for business/administration writing, & there is a trend that it is getting stereotypic as seen in many of the daily communication issued everywhere.

ISA HK/China has not seen by now a good Arborist Report with many pages of description written to international standard in HK. Most of the time, the report structure is confusing; the language used is full of errors; the observation is unclear without justification; & the conclusion is unconvincing. All there is appears to be nice packaging of pages after pages of irrelevant information, which can drown the reader into boredom & confusion. Such a report can be easily challenged at Court.

It is also noticed in a lot of the Arborist Reports which mention that they are written to the "Practicing Standards" of ISA. ISA is a research & education organization. It does not produce "Practicing Standards". Any CA who puts this in may have impeached the Code of Ethics of Certified Arborist, & may be subject to investigation by ISA Cert Dept.

Many people have been respecting our newly emerged Arborist Profession partly out of respect for the prestigious organization of ISA. If our local Arborists do not upgrade themselves in their performance, the respect may not last forever. ISA HK/China will collaborate with Govt Depts & public to eliminate poor quality work, & will not fight to be there by status. ISA HK/China will insist on quality work. After all, HK is just one city out of hundreds in our territory of HK, Macau, Taiwan & China. Why should we protect the HK Arborists alone for bad work?

ISA HK/China has set up a Qualified Arborist credential (QA, http://isahkchina.blogspot.com/2010/09/isa-hkchina-qualified-arborist-qa.html) to elevate our performance locally. One of the focus is report-writing in its requirement. The QA credential is also modeled after the Registered Consulting Arborist (RCA, http://www.asca-consultants.org/) requirements, although in a much junior level. At least Technical Writing is not demanded in the QA. ISA HK/China regards our QA can write a basic Arborist Report of some sense. Clients should demand QA to give them readable Arborist Reports in future.

ISA HK/China will try to deliver 3 session of ISA Tree Seminars to introduce "Technical Writing" to our Station Members later on. A mere 3 session will not instantly qualify an Arborist to write international report. However, it will help.

ISA HK/China will relentlessly upgrade our Arborist Profession locally, one tree & one Arborist at a time.

各位会员，

本分会经常接到不同人仕对本地树艺师所撰写的英语报告的投诉，包括英文差，加入不相关的資訊，不准确的描述以及缺乏明确的决定。客人抱怨说他们在阅读这样的报告后并不能作出适当的决定，从而觉得本地树艺师并不够专业。

事实上，"注册树艺师" 考试并不测试撰写英语报告, 主要基于下列原因:

1.此考试最初是在北美洲发展起来的，当地考生是以英语作为母语。如果他们要用英语撰写报告，这些树艺师是不难做到的。

2. 树艺师在西方国家是负责全面的树艺工作，包括设计、选种、维护、检查、保护及风险评估。香港政府部门也经常要求写作详细的技术报告，这些工作应该由一些专科人员, 例如 “顾问树艺师”（www.asca-consultants.org）去担当, 而并非由一般 “注册树艺师”去担任，因为 “顾问树艺师”们接受过另类培训，拥有特殊的沟通能力及和技能。

由于政治影响，香港树艺师的工作侧重于树木 “风险评估”。大部份的评估是通过填写某些简单表格快速做出的。然而有些时候，政府部门是需要更加详尽的树木报告。还有一些情况下，树木的损坏及干扰是受到公众关注。客人有时候也需要取得具体的资料，去了解树木是受到何等程度的破坏或干扰，才能决定下一步的行动。在这样的大前提下，一个普通的 “树木统查’ 或 “生态评估”报告并不能够提供足够的资料帮助客人来做出合理的决定。

当 “注册树艺师”考试来到香港的时候，它假设了所有考生是在日常生活环境中使用英语的。但这显然是不恰当的假设，虽然大部份本地考生可以阅读英语，但他們说讲和书写英语的能力并不高，因为自从一九九七年开始，粤语已变成为香港的母语。一九九七年后，许多政治家都鼓励使用粤语为共通语言，即使在立法会会议亦是如此。尽管在商业/管理写作上仍然仃留使用英语，但在日常沟通上, 英语的使用已经渐趋公式化, 而树艺报告倒是千变万化。

本分会直到现在还没有看过一个达到国际水平的本地树艺报告。大部分时间，报告的结构是混乱的，所用的语言充满了错误，观察往往是不明确, 或是理由不充份，结论亦往往也是不能令人信服。包装报告往往在不错的页面设计及不相关的资讯下，令读者感到混淆及困惑。这样的报告是很容易地在法院被提出质疑的。

我们亦注意到在很多的树艺师报告中提及报告是符合ISA的“执行标准”。然而，ISA是一个研究和教育机构，它并不制定“执行标准“。任何树艺师把这个不遵守 “注册树艺师”道德标准的字句加入报告内，可能会受到的ISA发牌部门的调查

许多人都尊重我们这新出现的树艺师专业，部分是出于尊重我们这个国际权威组织ISA。但是，如果本地树艺师不保障自己的专业表现，这种尊重不可能永远持续下去。本分会将与政府部门及公众合作，消除质量差的树艺工作，以及不断地向前进步。本分会将坚持贡献高质量的树艺工作及把持专业态度。毕竟，香港只是在中华地区数百个城市的其中一个。我们为什么要特別关照香港能力低下的树艺师, 而损害整体利益?

本分会已成立了一个 “认可树艺师” 的认证制度 (QA , http://isahkchina.blogspot.com/2010/09/isa-hkchina-qualified-arborist-qa.html ) ，以提升我们的本地水平。要成为 QA, 其中一个重点是报告的撰写。 “认可树艺师” 的认证是仿照 “顾问树艺师”（RCA, www.asca- consultants.org）的要求，但仃留在较初级的水平, 亦不要求懂得“技术写作”。本分会认为我们的 “认可格树艺师” 是可以撰写有一定意义的基本树艺报告。客人亦可在未来要求聘用 “认可树艺师” 去提供可读的树艺师报告。

本分会在不久将来会提供三节讲座，向本会会员介绍 “技术写作”。短短三次讲座将不会立即令本地树艺师写出国际水平的报告。但是，它会有所帮助。

本分会将坚持不懈及一步一步地提升本地树艺师的专业水平。
